Whereas, the Department of Fire continues its efforts to increase Fire Fighter survivability with the need for the required Personal Protection Equipment (PPE) while performing the duties of firefighting; and
Whereas, the United States Department of Homeland Security through the Federal Emergency Management Agency (FEMA) has implemented the FY2012 Assistance to Firefighters Grant Program (AFFG) to eligible municipalities and fire districts; and
 
Whereas, on July 6, 2012, on behalf of the City of Newark, the Director of the Department of Fire submitted an application to the United States Department of Homeland Security, Federal Emergency Management Agency, 500 C Street, S.W., Washington DC, 20528, requesting grant funding in the amount of $266,800.00 to aid in our continuous efforts of increasing Fire Fighter survivability with the need for the required Personal Protection Equipment (PPE) while performing the duties of firefighting; and
 
Whereas, as a result of this application, the United States Department of Homeland Security through the Federal Emergency Management Agency under the FY2010 Assistance to Firefighters Grant Program awarded the City of Newark, $266,800.00 requiring a matching expenditure of $66,700.00 by the City, for the purchase of Personal Protection Equipment (PPE) under the FY2012 Assistance to Firefighters Grant Program; and
 
Whereas, the total budget is $333,500.00 for the purchase of Personal Protection Equipment (PPE) as follows:
  1. $266,800.00 from the United States Department of Homeland
            Security and FEMA
  1. $  66,700.00 City of Newark Cash Match Funds
$333,500.00
Whereas, the City of Newark wishes to agree to any amendments to the Grant.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
  1. The Mayor and/or his designee and the Director of Fire are hereby authorized to submit an application to the United States Department of Homeland Security through the Federal Emergency Management Agency under the FY2012 Assistance to Firefighters Grant Program requesting funding in the amount of $266,800.00 for the purchase of Personal Protection Equipment (PPE) for Fire Fighters with Cash Match Funds in the amount of $66,700.00 (a copy of the application is attached hereto and made a part thereof)
  1. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
  1. The grant award in the amount of $266,800.00 from the United States Department of Homeland Security through the Federal Emergency Management Agency is hereby accepted (a copy of the award letter is attached hereto and made a part hereof)
  1. Matching Funds in the amount of $66,700.00 shall be provided from the following line appropriation of the official 2013 Municipal Budget:  Fund Code 011, Department 090, Division 0901, and Account 83830.
  1. The Mayor and/or his designee, the Director of the Department of Fire, are hereby authorized to enter into and execute grant document with the United States Department of Homeland Security through the Federal Emergency Management Agency to receive and expand the grant award in the amount of $266,800.00, for the purchase of Personal Protection Equipment (PPE) for Fire Fighters, for the period commencing April 3, 2013 and terminating April 2, 2014 (a copy of grant award is attached hereto and made a part hereof).
  1. The Municipal Council hereby ratifies the acceptance of this grant from April 3, 2013 to the date of adoption of this authorizing resolution.
  1. The Director of the Department of Fire shall file a fully executed copy of the grant application and notice of grant award in the Office of the City Clerk.
 
 
STATEMENT
 
This Resolution ratifies and authorizes the actions taken by the Director of the Department of Fire to submit application for grant funding from the United States Department of Homeland Security through the Federal Emergency Management Agency to for the Personal Protection Equipment (PPE) for Fire Fighters.  These funds will be utilized to aid in our continuous efforts of protecting the health and safety of the public and firefighting personnel against fire and fire-related hazards and furthermore, ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Fire to accept grant funds in the amount of $266,800.00 for the period commencing on April 3, 2013 and terminating April 2, 2014.  Matching grant funds in the amount of $66,700.00 shall be provided from the 2013 Municipal Budget.
