WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Eight Hundred Seventy-Six Thousand, Nine Hundred Thirty-Five Dollars and Zero Cents ($876,935.00) for the HRSA FY 2020 CARES Supplemental Funding Grant and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letter dated April 3, 2020, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) has awarded the City of Newark the HRSA FY 2020 CARES Supplemental Funding Grant in the amount of $876,935.00. The aforementioned program supports the detection of Coronavirus and/or the prevention, diagnosis, and treatment of COVID-19, including maintaining or increasing health center capacity and staffing levels during a Coronavirus-related public health emergency in the City of Newark; and
WHEREAS, HRSA authorizes the award recipient to incur allowable pre-award costs before the effective date of the federal award dating back to January 20, 2020; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2020 pursuant to N.J.S.A. 40A:4-20, including this resolution, total $................$270,683,215.78
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification:

2. Said emergency appropriation shall be provided for in the 2020 budget.
3. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This resolution authorizes and establishes the temporary emergency appropriation for the HRSA FY 2020 CARES Supplemental Funding Grant in the amount of $876,935.00. The United States Department of Health and Human Resources, Health Resources and Services Administration (HRSA) has awarded the City of Newark the HRSA FY 2020 CARES Supplemental Funding Grant. The budget period is April 1, 2020 through March 31, 2021.
