WHEREAS, the Medical Reserve Corps (MRC) is a national system of volunteers who are locally organized to improve community health and safety; and
WHEREAS, the National Association of County and City Health Officials (hereinafter, “NACCHO”) received a grant from the Federal Department of Health and Human Services’, Office of the Assistant Secretary of Preparedness and Response, to build the capacity of local MRC units (a copy of the Grant Agreement attached and made a part hereof); and
WHEREAS, the City of Newark’s (hereinafter, “City”) Department of Health and Community Wellness (hereinafter, “DHCW”), desires to focus on strengthening the Newark MRC Unit preparedness and response capabilities to protect the health and well-being of residents during a public health emergency by initiating a Junior MRC workforce; and
WHEREAS, NACCHO’s 2020 Medical Reserve Corps (MRC) Operational Readiness Award aims to meet the needs of all MRC units, support efforts to build MRC capabilities, strengthen stakeholder awareness of MRC capabilities, and identify or sustain integration of the MRC into local, state, and/or regional emergency response plans; and
WHEREAS, on October 28, 2019, the Director of DHCW submitted, on behalf of the City of Newark, a grant application for the NACCHO’s 2020 Medical Reserve Corps (MRC) Operational Readiness Award to maintain an MRC unit in the City of Newark; and
WHEREAS, on or about December 6, 2019, NACCHO notified DHCW that its application for a 2020 MRC Award was approved for Tier 2 funding at Seven Thousand Five Hundred Dollars and Zero Cents ($7,500.00); and
WHEREAS, on December 20, 2019, the Director of DHCW executed on the City’s behalf an agreement (hereinafter, “Agreement”) with NACCHO for receipt of the 2020 MRC Award; the term of the Agreement commences on February 12, 2020 and terminates on August 31, 2020; and
WHEREAS, the Director of DHCW recommends that the Municipal Council authorize the City to accept the NACCHO MRC Award in the amount of Seven Thousand Five Hundred Dollars and Zero Cents ($7,500.00), to maintain an MRC unit whose main goal is to support the City’s goal to train and prepare youth/young adults in emergency preparedness.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the National Association of County and City Health Officials (NACCHO), whose principal place of business is located at 1201 I Street NW, Fourth Floor, Washington, DC, 20005, for the 2020 Medical Reserve Corps in order to create an MRC unit whose main goal is to support the City’s “Occupy the Block” initiative.
2. The Municipal Council hereby ratifies its authorization of this grant application from the date of the application’s submission to the date of the adoption of this authorizing resolution.
3. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized on behalf of the City of Newark to enter into and execute a Grant Agreement with NACCHO in consideration for the 2020 Medical Reserve Corps Award, for the period commencing on February 12, 2020 and terminating on August 31, 2020 (a copy of the Grant Agreement is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to accept from NACCHO the 2020 Medical Reserve Corps Award, in the amount of Seven Thousand Five Hundred Dollars and Zero Cents ($7,500.00). The acceptance of this grant award does not require the expenditure of any municipal funds (a copy of the Notice of the Award is attached hereto and made a part hereof).
5. The Municipal Council hereby ratifies the acceptance of these grant funds from February 3, 2020 to the date of adoption of this authorizing resolution.
6. The Director of the Department of Health and Community Wellness shall file with the Office of the City Clerk a fully executed copy of the Grant Agreement with NACCHO.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to submit a grant application to the National Association of County and City Health Officials (“NACCHO”), 1201 I Street NW, Fourth Floor, Washington, DC, 20005, for the 2020 Medical Reserve Corps Award (“MRC”), in the amount of Seven Thousand Five Hundred Dollars and Zero Cents ($7,500.00), to maintain a MRC unit whose main goal is to support the City’s “Junior MRC Workforce” initiative. Moreover, this resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness to accept the NACCHO MRC Award in the amount of Seven Thousand Five Hundred Dollars and Zero Cents ($7,500.00) grant funds and to enter into and execute a Grant Agreement with NACCHO, for the period commencing February 12, 2020 and terminating on August 31, 2020. The acceptance of this grant award does not require the expenditure of any municipal funds.
