Body
WHEREAS, the New Jersey State Legislature has appropriated funding under the State Body Armor Replacement Fund pursuant to N.J.S.A. 52:17B-4.4, to provide for the purchase of body armor vests for eligible police officers in the State of New Jersey; and
WHEREAS, the City of Newark is committed to ensuring the safety of its police officers in the performance of their duties; and
WHEREAS, on August 8, 2017, on behalf of the City of Newark, the Acting Public Safety Director submitted an electronic application to the New Jersey Division of Criminal Justice requesting funding (to be set by a pre-determined formula) from the FY2017 Body Armor Replacement Fund Grant Program for the purchase of body armor vests with no City funds required; and
WHEREAS, as a result of this application, the City of Newark Police Division has been awarded funding in the amount of Ninety-Nine Thousand, Eight Hundred Eighty-Six Dollars and Ninety Cents ($99,886.90) from the New Jersey Division of Criminal Justice, for the purchase of body armor vests, for the period commencing on October3, 2017 and terminating on September 30, 2022; and
WHEREAS, the City is not required to execute a Grant Agreement with the New Jersey Division of Criminal Justice in order to obtain the grant award.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Acting Director of Public Safety, are hereby authorized to submit a grant application requesting grant funding from the New Jersey Division of Criminal Justice, for the purchase of body armor vests with no City funds required (a copy of the grant application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of Ninety-Nine Thousand, Eight Hundred Eighty-Six Dollars and Ninety Cents ($99,886.90) from the New Jersey Division of Criminal Justice is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Acting Director of Public Safety, are hereby authorized to accept the grant funding from the New Jersey Division of Criminal Justice and expend the grant in the amount of Ninety-Nine Thousand, Eight Hundred Eighty-Six Dollars and Ninety Cents ($99,886.90) for costs associated with the purchase of body armor vests for Newark police officers, for the period commencing on October 3, 2017 and terminating on September 30, 2022.
5. No municipal funds are required for receipt or acceptance of this grant award.
6. The Acting Director of Public Safety shall file a copy of the grant application and the grant award letter in the Office of the City Clerk.
STATEMENT
This resolution hereby ratifies and authorizes the actions taken by the Mayor and/or his designee, the Acting Director of Public Safety to submit a grant application for grant funding from the New Jersey Division of Criminal Justice, Body Armor Replacement Fund Grant Program, for costs associated with the purchase of body armor vests for eligible Newark police officers, and furthermore, ratifies and authorizes the Mayor and/or his designee, the Acting Director of Public Safety, to accept grant funds in the amount of Ninety-Nine Thousand, Eight Hundred Eighty-Six Dollars and Ninety Cents ($99,886.90), for the period commencing on October 3, 2017 and terminating on September 30, 2022. No municipal funds are required.
