Additional Information:
This Amendment revises the funding source to reflect various accounts and budget years associated with all allowable and approved Public Safety funds, including Grants and Capital. This State Contract will continue to utilize State authorized vendor(s) and/or their distributors/dealers to purchase protective equipment and supplies for the Department of Public Safety.

WHEREAS, N.J.S.A. 40A: 11-12, the Local Public Contracts Law, authorizes local contracting units to purchase goods and services from State contracts, provided that such contracts have been rigorously bid by the NJ State Division of Purchase and Property from the Department of Treasury; and
WHEREAS, the City of Newark (“City”), previously authorized the use State Contract #T0106 Law Enforcement Firearms Equipment and Supplies Master Blanket 17-FLEET-00761 to purchase police sirens, mounts, brackets, speakers, additional accessories, and ancillary installation services for the Department of Public Safety; and
WHEREAS, Resolution 7R1-g adopted March 18, 2026, authorized the utilization of State Contract #T0106 Law Enforcement Firearms Equipment and Supplies Master Blanket 17-FLEET-00761 to purchase police sirens, mounts brackets, speakers, additional accessories, and ancillary installation services for the Department of Public Safety, from the authorized distributor/dealer Emergency Accessories and Installation, 250 Haddonfield Berlin Road, Cherry Hill, New Jersey 08034, in an amount not to exceed One Million Four Hundred Thousand Dollars and Zero Cents ($1,400,000.00), during the period commencing upon approval of Resolution 7R1-g adopted March 18, 2026 through May 14, 2026; and
WHEREAS, the Municipal Council adopted Resolution 7R1-g on March 18, 2026 authorizing the utilization of said State Contract with funding charged to 2026 Budget/Department of Public Safety/NW011-011-190-1902-83830 B2026; and
WHEREAS, the Director of Public Safety has requested that the funding source be amended to allow flexibility to utilize various accounts and budget years, including all allowable and approved Public Safety Grants and Capital; and
WHEREAS, the Interim Purchasing Agent recommends that the Resolution be amended to reflect the revised funding source without increasing the total contract amount.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
Resolution 7R1-g adopted March 18,2026, authorizing the use of State Contract #T0106 Law Enforcement Firearms Equipment and Supplies Master Blanket 17-FLEET-00761 with Emergency Accessories and Installation, 250 Haddonfield Berlin Road, Cherry Hill, New Jersey 08034, is hereby amended to from 2026 Budget/Department of Public Safety/NW011-011-190-1902-83830 B2026 to Budget/Department of Public Safety/NW011-011-190-1902- (Various accounts and budget years) All allowable and approved Public Safety Grants and Capital.3. All other terms and conditions of Resolution 7R1-g adopted March 18,2026, including the Contract Amount not to exceed One Million Four Hundred Thousand Dollars and Zero Cents ($1,400,000.00), shall remain the same.
4. There shall be no advance payment of this State Contract in accordance with N.J.S.A. 40A5-16.
5. This contract is awarded as an Open-Ended contract; pursuant to N.J.A.C. 5:30-5.5(d)(2). A Certification of the Availability of Funds shall be executed each time a purchase order is placed and charged against the following Funding Sources: 2024 Budget/Department of Public Safety/NW011-011-190-1902-83830 B2026. This contract shall not exceed One Million Four Hundred Thousand Dollars and Zero Cents ($---1,400,000.00).
6. This contract complies with Local Pay-to- Play Law, N.J.S.A. 19:44A-20.5, as a State Contract award and constitutes a Fair and Open Procedure.
7. The Division of Central Purchasing shall file a duly executed copy of the contract in the Office of the City Clerk, if applicable.
8. If required by State Law, the City Clerk shall provide the appropriate Notice of Award of this contract to the State Comptroller, no later than twenty (20) business days following such award in accordance with N.J.S.A. 52:15C-10 and applicable State Statutes.

This Resolution amends Resolution 7R1-g, adopted on March 18, 2026, to revise the funding source for the utilization of State Contract #T0106 Law Enforcement Firearms Equipment and Supplies Master Blanket 17-FLEET-00761 to purchase police sirens, mounts brackets, speakers, additional accessories, and ancillary installation services for the Department of Public Safety, from the authorized distributor/dealer Emergency Accessories and Installation, 250 Haddonfield Berlin Road, Cherry Hill, New Jersey 08034, in an amount not to exceed One Million Four Hundred Thousand Dollars and Zero Cents ($1,400,000.00) to Funding Source- Public Safety/NW011-011-190-1902- (Various accounts and budget years) All allowable and approved Public Safety Grants and Capital. All other terms of Resolution 7R1-g adopted March 18,2026, shall remain the same.
