WHEREAS, the State of New Jersey Department of Labor and Workforce Development (“NJDOL”) granted the City of Newark Summer Youth Work Experience Program (“SYWEP”) funds through the Newark Workforce Development Board (NWDB) for State Fiscal Year 2024 (April 1, 2024 through October 31, 2024) to be fully expended no later than October 31, 2024; and

 

                     WHEREAS, not more than ten (10) percent of the total grant funds may be spent on Administration. 

 

WHEREAS, the funds will be allocated as the following:

WHEREAS, no application was required for the City of Newark (“City”) to obtain the grant funds; and

 

                     WHEREAS, this is an annual grant allocation from the NJDOL and must be used in accordance with guidelines stated in the Notice of Award (NOA), consistent with the NWDB strategic direction and is to be incorporated into Program Year 2024 Newark Workforce Development Area Contract; and

 

                     WHEREAS, upon notification of the receipt of the grant award the City will enter into a Standard Assurances and Certifications Agreement; and

 

WHEREAS, it is in the best interest of the City to accept and expend these funds; and

 

                     WHEREAS, no municipal funds, or commitment of municipal resources or staff are required for the receipt or acceptance of these grant funds.

                     

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Business Administrator , are hereby authorized to enter into and execute any agreement(s) and to execute any other documents necessary to accept and expend the Summer Youth Work Experience Program (SYWEP) grant allocation from the State of New Jersey Department of Labor and Workforce Development (“NJDOL”) for State Fiscal Year 2024 (April 1, 2024 through October 31, 2024), and to incorporate said funds into the Program Year 2024 Workforce Development Area Contract.

 

2.                     The grant funds shall be expended according to the guidelines stated in the Notice of Award (NOA).

 

3.                     No more than ten percent (10%) of the grant funds may be spent on administration.

 

4.                     The Municipal Council hereby ratifies the acceptance of the grant funds described above from April 1, 2024 to the date of adoption of this authorizing resolution.

5.                     The grant award in the amount of One Million Eight Hundred Sixty-One Thousand Two Hundred Dollars and Zero Cents ($1,861,200.00) from the NJDOL for State Fiscal Year 2024 (April 1, 2024 through October 31, 2024), is hereby accepted.  A copy of the award letter is attached hereto and made a part hereof.

 

6.                     The Municipal Council hereby ratifies the acceptance of the grant funds from April 1, 2024 to the date of adoption of this authorizing resolution

 

 

7.                     No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of this grant award.

 

8.                     The Business Administrator shall file a fully-executed copy of the Notice of Award, the Program Year 2024 Workforce Development Area Contract, and any other ancillary documents in the Office of the City Clerk.

 

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Business Administrator , to accept and expend Summer Youth Work Experience Program (SYWEP) funds in the amounts One Million Eight Hundred Sixty-One Thousand Two Hundred Dollars and Zero Cents ($1,861,200.00) from the State of New Jersey Department of Labor and Workforce Development and to enter into and execute any documents necessary to accept, receive and expend the funds. These funds are allocated for the period of April 1, 2024 through October 31, 2024, and no more than ten percent of the total contracted funds may be spent on administration The funds must be fully expended no later than October 31, 2024.  No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of this grant award.
