 WHEREAS, the City of Newark’s Department of Health and Community Wellness provides childhood lead exposure prevention services for children six (6) months through children younger than seventeen (17) years of age under the Childhood Lead Exposure Prevention (CLEP) program; and

 

WHEREAS, the New Jersey Department of Health, has made grant funds available for the provision of such services through the Childhood Lead Exposure Prevention (CLEP) program; and

 

WHEREAS, on September 7, 2020, on behalf of the City of Newark, the Director of the Department of Health and  Community Wellness, submitted an application to the New Jersey Department of Health, 369 South Warren Street, Trenton, New Jersey 08608, requesting grant funding in the amount of One Million, Four Hundred Thousand and Zero  Cents ($1,400,000.00), for the Childhood Lead Exposure Prevention program, to provide lead exposure prevention, community outreach, case management, environmental interventions, and lead abatement services for children with Elevated Blood Levels (EBLs) of 5 and above; and

 

 WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of One Million, Four Hundred Thousand Dollars and Zero Cents ($1,400,000.00) from the New Jersey Department of Health, Childhood Lead Exposure Prevention (CLEP) program, to provide lead exposure prevention, community outreach, case management, environmental interventions, and lead abatement services for children with EBLs  of 5 and above, for the period commencing on October 1, 2020 through June 30, 2021; and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept funds in the amount of One Million, Four Hundred Thousand and Zero  Cents ($1,400,000.00); and

 

WHEREAS, the City of Newark recognizes that the New Jersey Department of Health, Childhood Lead Exposure Prevention (CLEP) program, may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, New Jersey Department of Health, Childhood Lead Exposure Prevention (CLEP) program, will amend the grant to reflect the extension of the grant period and/or increase or decrease of additional funds if made available.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to New Jersey Department of Health, 369 South Warren Street, Trenton, New Jersey 08608, requesting grant funding in the amount of One Million, Four Hundred Thousand Dollars and Zero  Cents ($1,400,000.00) from New Jersey Department of Health, 369 South Warren Street, Trenton, New Jersey 08608, for the provision of lead exposure prevention, community outreach, case management, environmental interventions, and lead abatement services for children with EBLs of 5 and above. (a copy of the application is attached hereto and made a part hereof).                                                                                                               

 

1.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

2.                     The grant award in the amount of One Million, Four Hundred Thousand and Zero  Cents ($1,400,000.00) from the New Jersey Department of Health is hereby accepted (a copy of the award is attached hereto and made a part hereof).

 

3.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award from the New Jersey Department of Health, Childhood Lead Exposure Prevention (CLEP) program, for the period commencing on October 1, 2020 through June 30, 2021 (a copy of the award letter is attached and made a part hereto).

 

4.                     The Municipal Council hereby ratifies the acceptance of this grant from October 1, 2020 to the date of adoption of this authorizing resolution.

 

5.                     The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and notice of grant award in the Office of the City Clerk.

 

                                                 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Director of the Department of Health and Community Wellness, to apply for and accept grant funding from the New Jersey Department of Health, 369 South Warren Street, Trenton, New Jersey 08608, in the amount of $1,400,000.00, for the continued provision of childhood lead exposure prevention, community outreach, case management, environmental interventions, and lead abatement services for children with Elevated Blood Levels (EBLs) of 5 and above, for the period commencing on October 1, 2020 and terminating on June 30, 2021.  These funds shall be used exclusively for the Childhood Lead Exposure Prevention program (CLEP). No municipal funds are required to apply or accept this grant award.
