Whereas, The United States Department of Homeland Security through the Federal Emergency Management Agency (collectively referred to as FEMA) has implemented the FY 2013 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program to eligible municipalities and fire districts; and
Whereas, the Department of Fire has a need for said grant, so it may continue its efforts to maintain and increase the number of trained, front-line firefighters in the City of Newark; and
Whereas, On August 30, 2013, on behalf of the City of Newark, the Director of the Department of Fire submitted an application to the FEMA, 500 C Street, S.W., Washington, DC 20472, requesting grant funding in the amount of $5,614,464.00 from the FY 2013 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program to aid in the City's continuous efforts of protecting the health and safety of the public and firefighting personnel against fire and fire-related hazards; and
Whereas, as a result of this application, FEMA under the SAFER Grant Program awarded the City of Newark, $5,614,464.00, for the continued need to increase and maintain trained, front-line firefighters in the City of Newark, for the period commencing on May 9, 2014 through May 8, 2016; and
Whereas, the City of Newark, Department of Fire must execute a grant agreement with FEMA in order to obtain the grant award in the amount of $5,614,464.00 with no City funds required.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Fire Director, are hereby authorized to submit an application to the United States Department of Homeland Security through the Federal Emergency Management Agency (collectively referred to as FEMA) requesting grant funding in the amount of $5,614,464.00 from the FY 2013 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program to aid in the City's continuous efforts of protecting the health and safety of the public and firefighting personnel against fire and fire-related hazards with no City funds required (a copy of the application is attached hereto and made a part thereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $5,614,464.00 from FEMA is hereby accepted (a copy of the award letter is attached hereto and made a part hereof)
4. The Mayor and/or his designee, the Fire Director, are hereby authorized to enter into and execute a grant agreement and supporting documents with FEMA to receive and expend the grant award in the amount of $5,614,464.00 for the continued need to increase and maintain trained, front-line firefighters in the City of Newark, for the period commencing May 9, 2014 and terminating May 8, 2016 (a copy of grant agreement is attached hereto and made a part hereof).
5. The agreement between the City of Newark and the FEMA is hereby ratified from August 30, 2013 to the date of adoption of this authorizing resolution.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Fire Director shall file a fully executed copy of the grant application, notice of grant award, and the grant agreement in the Office of the City Clerk.
STATEMENT:
This resolution hereby ratifies and authorizes the actions taken by the Director of the Department of Fire to submit an application for grant funding from the United States Department of Homeland Security through the Federal Emergency Management Agency (collectively referred to as FEMA) for the continued need to increase and maintain trained, front-line firefighters in the City of Newark, and furthermore, ratifies and authorizes the Mayor and/or his designee, the Fire Director to enter into and execute a grant agreement, and other supporting documentation, and accept grant funds in the amount of $5,614,464.00 from FEMA, for the period commencing on May 9, 2014 and terminating May 8, 2016.
