WHEREAS, the Urban Areas Security Initiative (UASI) Program assists high-threat, high-density Urban Areas in efforts to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism; and
WHEREAS, the UASI Grant Program provides financial assistance to address the unique multi-discipline planning, operations, equipment, training and exercise needs of the New Jersey Interoperable Communications System; and
WHEREAS, on behalf of the City of Newark (hereinafter “City”), the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, under the Department of Public Safety, submitted Project Proposal for Communications Planner to the State of New Jersey, Office of Homeland Security and Preparedness (OHSP) requesting grant funding in the amount of $12,500.00 from FFY19 UASI-State Share Grant Program; and
WHEREAS, September 1, 2019, the City was awarded $12,500.00 for Communications Planner from the FFY19 UASI-State Share Grant Program to enhance the City and UASI region’s ability to build, maintain and sustain national preparedness capabilities as outlined in the attached Project Proposal; and
WHEREAS, the Department of Public Safety wishes to accept the grant award in the amount of $12,500.00; and
WHEREAS, the City must execute grant documents with OHSP to receive and expend the grant award in the amount of $12,500.00 to enhance the City and the UASI region’s ability to build, maintain and sustain national preparedness capabilities for the project outlined in the attached Project Proposal for the period commencing on September 1, 2019 and terminating on August 31, 2022 with no City funds required.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, are authorized to submit Project Proposal to the State of New Jersey, Office of Homeland Security and Preparedness (OHSP) requesting grant funding in the amount of $12,500.00 from the FFY19 Urban Areas Security Initiative (UASI) Grant Program to enhance the City and the UASI region’s ability to build, maintain and sustain national preparedness capabilities which are outlined in the attached Project Proposal.
2. The Municipal Council ratifies its authorization of the Project Proposal from the date of submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $12,500.00 from OHSP is accepted (a copy of the Award Letter is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, are authorized to enter into and execute grant documents with OHSP to receive and expend the grant award in the amount of $12,500.00 to enhance the City and the UASI region’s ability to build, maintain and sustain national preparedness capabilities by providing funding for Communications Planner, as outlined in the attached Project Proposal, for the period commencing on September 1, 2019 and terminating on August 31, 2022.
5. The agreement between the City of Newark and OHSP is ratified from September 1, 2019 to the date of adoption of this authorizing resolution.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness shall file a copy of the Project Proposals and Annexes, the grant award letter, and a fully-executed copy of the Memorandum of Understanding for Communications and Domestic Preparedness Planners in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, to enter into and execute grant documents necessary to accept and expend the FFY19 UASI-State Share Grant Program in the amount of $12,500.000 for the project outlined in the approved Project Proposal for the period commencing on September 1, 2019 and terminating on August 31, 2022. No municipal funds are required.
