This Resolution authorizes the City of Newark to request a time extension from NJDOT to allow the City of Newark additional time to award a contract for construction of the Safe Streets to Newark’s Transit Hub Project. The deadline would be extended from May 27, 2026 to November 27, 2026.

WHEREAS, the State of New Jersey Department of Transportation (NJDOT) FY-2024 Safe Street to Transit state aid program provides municipalities with grant funding to improve safety and accessibility to transit facilities; and
WHEREAS, on July 1, 2023, the Acting Director of the Department of Engineering, on behalf of the City of Newark (the “City”), submitted an application to NJDOT requesting grant funding from the NJDOT FY-2024 Safe Streets to Transit Grant Program for the construction of the Newark’s Transit Hub Project, identified as LA-2024 SST Newark City Safe Streets to Newark’s Transit Hub (the “Project”); and
WHEREAS, on July 11, 2023, the Municipal Council adopted Resolution 7R3-d (s) ratifying and authorizing the application for, acceptance of, and receipt of said grant award from the NJDOT; and
WHEREAS, on November 28, 2023 NJDOT announced that the City was selected to receive a grant award in the amount of Four Hundred Twenty Thousand Dollars and Zero Cents ($420,000.00) for the construction of the Project; and
WHEREAS, NJDOT requires the City to award the contract for construction of the Project within two (2) years of the grant award notification, which current deadline is November 27, 2025; and
WHEREAS, on August 6, 2025, the Municipal Council adopted Resolution 7R3-c authorizing the Acting Director of the Department of Engineering to request an extension from NJDOT to allow additional time to award the Project; and
WHEREAS, due to the need for additional design work and coordination with utility companies, additional time is required to complete the design and proceed with awarding the Project for construction; and
WHEREAS, the City wishes to submit a request to the NJDOT to extend this deadline to allow the City of Newark additional time to award the contract for construction of the Project from May 27, 2026 to November 27, 2026.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark (“City”) and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized to request a time extension from the State of New Jersey Department of Transportation (“NJDOT”) to allow the City until November 27, 2026 to award a contract for construction of LA-2024 SST Safe Streets to Newark’s Transit Hub Project (“Project”).
2. The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering, are further authorized to execute any document necessary to effectuate any extension accorded by NJDOT.
3. All other terms and conditions of the grant award from the NJDOT for the Project shall remain in force and effect until the contract is completed.
STATEMENT
This Resolution authorizes the Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering to request a time extension from NJDOT to allow the City of Newark additional time to award a contract for construction of the LA-2024 SST Safe Street to Newark’s Transit Hub Project, which would extend the deadline from May 27, 2026 to November 27, 2026. No municipal funds are required.
