Apply and Accept Resolution 7R5-b adopted on February 3, 2026, accepted a Grant in the amount of $211,821.00 from the State of New Jersey Department of Health, Division of Disaster Preparedness, Resiliency and Emergency Medical Services (DPREMS).

WHEREAS, pursuant to Resolution 7R5-b adopted on February 3, 2026, the City of Newark’s (“City”) Department of Health and Community Wellness (“DHCW”) applied for and accepted grant funds from the State of New Jersey Department of Health (“NJDOH”), P.O. Box 360, Trenton, New Jersey 08625, in the amount of Two Hundred Eleven Thousand Eight Hundred Twenty-One Dollars and Zero Cents ($211,821.00) to maintain and enhance the Local Core Capacity for Public Health Emergency Preparedness LINCS program; and

 

WHEREAS, on or about September 22, 2025, NJDOH notified the DHCW that additional funds in the amount of Forty- Three Thousand Seven Hundred Eighty-Seven Dollars and Zero Cents ($43,787.00) has been made available, increasing the Award Amount to Two Hundred Fifty-Five Thousand Six Hundred Eight Dollars and Zero Cents ($255,608.00) (a copy of NJDOH Notice of Grant Award is attached hereto and made a part hereof); and

 

WHEREAS, the City desires to accept the additional funds; and

 

WHEREAS, the City recognizes that the NJDOH may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, DHCW shall, upon any extension of time of the Grant and/or increase/decrease of additional funds, file an amending resolution reflecting the amendment; and

 

WHEREAS, the terms of this Grant Award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by resolution.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     Resolution 7R5-b, adopted on February 3, 2026, which accepted Grant Funds in the amount of Two Hundred Eleven Thousand Eight Hundred Twenty-One Dollars and Zero Cents ($211,821.00) is hereby amended to authorize The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, to accept and expend additional Grant Funds awarded by the New Jersey Department of Health (“NJDOH”) in the amount of Forty- Three Thousand Seven Hundred Eighty-Seven Dollars and Zero Cents ($43,787.00) for the Local Core Capacity for Public Health Emergency Preparedness LINCS program, increasing the total award amount to Two Hundred Fifty-Five Thousand Six Hundred Eight Dollars and Zero Cents ($255,608.00). (A copy of the Notice of Award, is attached hereto and made a part hereof).

 

2.                     The Grant Award in the amount of Forty-Three Thousand Seven Hundred Eighty-Seven Dollars and Zero Cents ($43,787.00) from the NJDOH is hereby accepted.

 

3.                     The Municipal Council hereby ratifies the acceptance of additional funds from to September 25, 2025, the date of adoption of this authorizing Resolution.

 

4.                     The City’s Department of Health and Community Wellness shall, upon any extension of time of the grant and/or increase or decrease of additional funds, file an amending resolution reflecting the extension time and award amount of the grant.

 

5. All other terms of Resolution 7R5-b adopted on February 3, 2026 shall remain the same.

 

6.                     No municipal funds are required for receipt or acceptance of this Grant Award.

 

6.                     The Director of the Department of Health and Community Wellness shall file a fully executed copy of the Grant Agreement and Notice of Award in the Office of the City Clerk.

 

STATEMENT

 

This Resolution ratifies and authorizes and amends the actions taken by the Mayor, and or/his designee, the Director of the Department of Health and Community Wellness, via Resolution 7R5-b adopted on February  3, 2026 which accepted Grant Funds in the amount of Two Hundred Eleven Thousand Eight Hundred Twenty-One Dollars and Zero Cents ($211,821.00) to accept additional funds in the amount Forty-Three Thousand Seven Hundred Eighty-Seven Dollars and Zero Cents ($43,787.00) from State of New Jersey Department of Health, Division of Disaster Preparedness, Resiliency and Emergency Medical Services (DPREMS), revising the total Grant Amount to Two Hundred Fifty-Five Thousand Six Hundred Eight Dollars and Zero Cents ($255,608.00), to continue the Local Core Capacity for Public Health Emergency Preparedness LINCS Grant Program. All other terms of the Grant Agreement remain the same. No municipal funds are required for receipt or acceptance of the Grant Award.
