To reject proposals accepted on June 19, 2018 for Maintenance, Custodial Janitorial, and Grounds Keeping Services (Janitorial Services).

WHEREAS, the City of Newark, Department of Administration, Department of Engineering, Division of Public Buildings, (“the City”) requires maintenance, custodial janitorial, grounds keeping services (“janitorial services”) for all of its municipal buildings, approximately sixty-one (61) in total; and
WHEREAS, the City has previously obtained these services through either public bidding or emergency contract(s); and
WHEREAS, on or about May 10, 2018, the Department of Administration, through its office of Central Purchasing advertised and issued a Request for Proposals for maintenance, custodial janitorial, grounds keeping services (“janitorial services”) for all of its municipal buildings, approximately sixty-one (61) in total; and
WHEREAS, the Director of Public Works has been exploring the City’s option to directly hire employees for both its germicidal and janitorial services; and
WHEREAS, the Business Administrator and the Director of the Department of Public Works have determined and recommended to the Mayor that it is in the best interests of the City to deliver the services in-house; and
WHEREAS, in order to proceed to bring the services in house, the City must reject all proposals it received on June 19, 2018, and abandon the project for the goods and services, thereby terminating the procurement process as it intends to hire employees to perform the services (N.J.S.A. 40:11-13.2(c).
NOW, THEREFORE, BE IT IS RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor, Business Administrator and/or the Purchasing Agent, QPA are authorized to reject all proposals and abandon the procurement of janitorial services for the City’s custodial janitorial grounds keeping services for all of its municipal buildings, approximately sixty-one (61) in total and supports the hiring of employees to perform the services.
STATEMENT
This resolution authorizes the Mayor, Business Administrator and/or the Purchasing Agent, QPA, to reject all proposals and abandon the procurement through a public bidding or competitive contracting process of janitorial services for the City of Newark’s custodial janitorial grounds keeping services for all of its municipal buildings and supports the hiring of employees to perform the services.
