WHEREAS, the Department of Health and Community Wellness provides medical care services pursuant to and consistent with the Health Care Program Statutes, Section 330 of the Public Health Service Act (42 U.S.C. 254b), Health Center Program Regulations (42 CFR 51c and 42 CFR 56.201-56.604), and Grant Regulations (45 CFR 75); and
WHEREAS, Rutgers Cancer Institute of New Jersey has made grant funds available to improve screening rates and health outcomes for colorectal cancer; and
WHEREAS, on April 5, 2018, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness (DHCW) submitted a proposal to Rutgers Cancer Institute of New Jersey requesting grant funding in the amount of $123,500.00 from the ScreenNJ program to improve screening rates and health outcomes for colorectal cancer; and
WHEREAS, as a result of this proposal, the City of Newark has been awarded a grant in the amount of $157,459.61 from Rutgers Cancer Institute of New Jersey to improve screening rates and health outcomes for colorectal cancer for the period commencing on January 1, 2019 and terminating on June 30, 2019; and
WHEREAS, the City of Newark, DHCW, desires to accept said grant award; and
WHEREAS, the City of Newark recognizes that the Rutgers Cancer Institute of New Jersey may extend the time of the grant award and/or provide additional funds if made available; and
WHEREAS, the Rutgers Cancer Institute of New Jersey may amend the grant time extension and/or increase or decrease any additional funds if made available.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of DHCW, are hereby authorized to submit a proposal to Rutgers Cancer Institute of New Jersey, 195 Little Albany Street, New Brunswick, New Jersey 08903, requesting grant funding in the amount of $157,459.61 from the ScreenNJ program to improve screening rates and health outcomes for colorectal cancer with no City funds required (a copy of the proposal is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this proposal from the date of proposal submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $157,459.61 from Rutgers Cancer Institute of New Jersey is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Director of DHCW, are hereby authorized to enter into and execute grant documents with Rutgers Cancer Institute of New Jersey to receive and expend the grant award in the amount of $157,459.61, to improve screening rates and health outcomes for colorectal cancer for the period commencing on January 1, 2019 and terminating on June 30, 2019.
5. The agreement between the City of Newark and Rutgers Cancer Institute of New Jersey is hereby ratified from January 1, 2019 to the date of adoption of this authorizing resolution.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Director of DHCW shall file a copy of the grant proposal, the grant award letter, the grant agreement and a copy of the Certification of Funds for any required matching funds in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Director of the Department of Health and Community Wellness (DHCW) to submit a proposal for grant funding from Rutgers Cancer Institute of New Jersey to improve screening rates and health outcomes for colorectal cancer; and furthermore, ratifies and authorizes the Mayor and/or his designee, the Director of DHCW, to enter into and execute an agreement with and accept grant funds in the amount of $157,459.61 from Rutgers Cancer Institute of New Jersey to improve screening rates and health outcomes for colorectal cancer for the period commencing on January 1, 2019 and terminating on June 30, 2019. No municipal funds are required.
