Resolution 7R1-n was adopted on September 8, 2022 by the Municipal Council and awarded a contract in an amount not to exceed Five Hundred Seventy-Five Thousand Dollars and Zero Cents ($575,000.00) per year to Edward Joseph Cologna, Productions Inc.
This Resolution serves and authorizes the Division of Communications of the Department of Administration to exercise the second year option for the operation, management and administration of services for the Government Access Television Studio to the City of Newark, with two (2) one (1) year options remaining, with approval and authorization of the Municipal Council.

WHEREAS, on September 8, 2022 the Municipal Council adopted Resolution 7R1-n authorizing the Department of Administration to enter into a contract with Edward Joseph Cologna, Productions, Inc. located at 119 Aycrigg Avenue, Passaic, New Jersey 07055, to provide the operation, management, and administration of services for the Government Access Television Studio at an amount not to exceed Five Hundred Seventy-Five Thousand Dollars and Zero Cents ($575,000.00) per year; and
WHEREAS, the Department of Administration would like to exercise the second one-year option to renew for the contract period from September 8, 2024 through September 7, 2025; and
WHEREAS, there shall be two (2) one-year options to renew remaining; and
WHEREAS, all other contract terms and conditions shall remain the same.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Business Administrator, and/or the Interim Qualified Purchasing Agent, are hereby authorized to enter into and execute a contract with Edward Joseph Cologna, Productions, Inc., 119 Aycrigg Avenue, Passaic, New Jersey 07055, for the operation, management, and administration of services for the Government Access Television Studio for the City of Newark, for an amount not to exceed Five Hundred Seventy-Five Thousand Dollars and Zero Cents ($575,000.00), for one (1) year from the authorization by the Municipal Council, with (2) two (1) one year options to renew, the approval and authorization of the Municipal Council. The option to renew the contract with Municipal Council authorization for each year shall not exceed Five Hundred Seventy-Five Thousand Dollars and Zero Cents ($575,000.00) per year.
2. Attached hereto is a partial certification of Funds in the amount of Forty-Seven Thousand Five Hundred Dollars and Zero Cents ($47,500.00) from the City Comptroller that states that there are sufficient legally appropriated funds available in the 2024 Budget/Department of Administration/Division of Communication/ NW011-200-2001-A-96770-B2024 for the purposes set forth above. A copy of the Comptroller’s Certification shall be filed along with the original Resolution and the executed contract with the Office of the City Clerk.
3. This contract was procured and awarded as a Fair and Open Process of the State Pay-to-Play Law, pursuant to N.J.S.A. 19:44A-20.5, State Local Public Contract Law, N.J.S.A. 40A:11-4.1(k) and N.J.S.A. 40A:11-4.3(a), and is in compliance with the City’s Pay-to-Play Ordinance, R.O 2:4-22C.1.
4. A copy of the executed contract shall be filed in the office of the City Clerk.
5. A notice of this action shall be published in the newspaper authorized by law and as required by law within ten (10) days of its passage.
