    WHEREAS, without any application required by the City of Newark, the State of New Jersey Department of Labor and Workforce Development granted the City of Newark the following allocation of funds under the Workforce Innovation and Opportunity Act (WIOA) (formerly Workforce Investment Act), that was signed into law on July 1, 2014 for Program Year 2015 (July 1, 2015 through June 30, 2016) which must be fully expended by no later than June 30, 2017 as follows:

                                          WIOA Youth Program                                                               1,834,102.00

for a combined total of $4,471,989.00 in Workforce Innovation and Opportunity Act allocations (copies of Award Letters and Notices of Obligation for WIOA Adult Program, WIOA Dislocated Worker Program and WIOA  Youth Program, are attached hereto and made a part thereof); and

 

                     WHEREAS, this is an annual grant allocation from the State of new Jersey Department of Labor and Workforce Development; and

 

                     WHEREAS, funds obligated for any program year for program activities carried out under Workforce Innovation and Opportunity Act (WIOA), Title I may be expended during that year and the succeeding program year.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designees,  Deputy Mayor of Workforce Development and Director of Newark WORKS are hereby authorized to accept the following funds allocated to the Newark Workforce Investment Board and to incorporate said funds into the Newark Program Year 2015 Workforce Development Area Contract:

WIOA Dislocated Worker Program                                                 827,204.00

WIOA Youth Program                                                                                       1,834,102.00

2.                     The Mayor and/or his designees, the Deputy Mayor for Workforce Development and Director of Newark WORKS are hereby authorized to enter into and execute a Program Year 2015 Workforce Development Area Contract with the State of New Jersey Department of Labor and Workforce Development, as may be necessary to receive and fully expend, no later than June 30, 2017 the grant awards totaling $4,471,989.00 for the above purposed to be used for Program Year 2015 (July 1, 2015 through June 30, 2016).

 

3.                     The funds are to be expended consistent with an expenditure plan proposed by Newark WORKS and approved by the Newark Workforce Investment Board (NWIB) in accordance with strategic workforce priorities set by the NWIB.

 

4.                     The Municipal Council hereby ratifies the grant acceptance from July 1, 2015 to date of adoption of this authorizing resolution.

 

5.                      No municipal funds, or commitment of municipal resources or staff, are required for receipt or acceptance of this grant award.

 

6.                     The Director of Newark WORKS shall file copies of the Award Letters, Notices of Obligation, and fully executed Program Year 2015 Workforce Development Area contracts, with the Office of the City Clerk.

 

STATEMENT

 

 

This resolution authorizes the Mayor and/or his designees, Deputy Mayor of Workforce Development and Director of Newark WORKS, to accept and expend Workforce Innovation and Opportunity Act (WIOA) funds as allotted to the Newark Workforce Investment Board in the amounts of $1,180,683.00 for the WIOA Adult Program, $827,204.00 for the Dislocated Worker Program, and  $1,834,102.00 for the WIOA Youth Program for a combined total of $4,471,989.00 from the State of New Jersey Department of Labor and Workforce Development.  These funds are allocated consistent with the Workforce Innovation and Opportunity Act of 2015, for Program Year 2015 (July 1, 2015 through June 30, 2016) and are to be fully expended by no later than June 30, 2017.  No municipal funds, or commitment of municipal resources or staff are required for receipt or acceptance of these grant awards.
