WHEREAS, the New Jersey Historic Trust (the “Trust”), through their Garden State Historic Trust Fund, 2025 Preserve New Jersey Historic Preservation Fund (the “Preserve New Jersey Fund”), provides an annual source of matching grants from the state’s corporate business tax for historic preservation project activities including preservation, rehabilitation, or restoration as defined by the Secretary of the Interior's Standards; and
WHEREAS, the City of Newark (the “City”) finds it in the public interest to submit an application to the Trust seeking funding from the Preserve New Jersey Fund for the restoration and rehabilitation of the interior of Newark City Hall; and
WHEREAS, the Acting Director of the Department of Engineering intends to prepare an application to the Trust, requesting a Capital Grant for phased multi-year funding in the amount of Seven Hundred and Fifty Thousand Dollars and Zero Cents ($750,000.00) from the Preserve New Jersey Fund for the restoration and rehabilitation of the interior of Newark City Hall, with Seven Hundred and Fifty Thousand Dollars and Zero Cents ($750,000.00) in City matching funds required; and
WHEREAS, pursuant to the terms of the grant application, a copy of which is attached hereto, the City is required to submit a resolution to the Municipal Council authorizing the submission of the grant application; and
WHEREAS, upon notification of the receipt of a grant award in connection with this application, the Department of Engineering desires to accept the grant award and execute a grant agreement governing said award; and
WHEREAS, upon notification and receipt of a grant award in connection with this application, the Director of the Department of Engineering shall submit a copy of the grant agreement to the Corporation Counsel and the Business Administrator for review, approval and signature.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Municipal Council hereby supports this resolution for the City of Newark, Department of Engineering, to submit a grant application to the New Jersey Historic Trust (the “Trust”) requesting a Capital Grant for phased multi-year funding from the Garden State Historic Trust Fund, 2025 Preserve New Jersey Historic Preservation Fund (the “Preserve New Jersey Fund”), to rehabilitate and restore the interior of Newark City Hall.
2. The Mayor and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized to submit an application to the Trust requesting a Capital Grant for phased multi-year funding in the amount of Seven Hundred and Fifty Thousand Dollars and Zero Cents ($750,000.00) from the Preserve New Jersey Fund, for the restoration and rehabilitation of the interior of Newark City Hall, with Seven Hundred and Fifty Thousand Dollars and Zero Cents ($750,000.00) in City matching funds required.
3. Upon notification of the receipt of a grant award in connection with this application, the grant is hereby accepted.
4. Upon notification of the receipt of a grant award in connection with this application, the Mayor and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized to enter into and execute grant documents with the Trust to receive and expend the phased multi-year funding grant award from the Preserve New Jersey Fund for the rehabilitation and restoration of the interior of Newark City Hall.
5. Upon notification of the receipt of a grant award in connection with this application, the Acting Director of the Department of Engineering shall submit a complete copy of the grant agreement and any associated documents, as well as a copy of the Certification of Funds for any required matching funds to both the Corporation Counsel and the Business Administrator for review, approval, and signature.
6. Matching funds in the amount of Seven Hundred and Fifty Thousand Dollars and Zero Cents ($750,000.00) shall be provided from the Official Municipal Budget.
7. The Acting Director of the Department of Engineering shall file a fully-executed copy of the grant application, the grant award letter, the grant agreement, and a copy of the Certification of Funds for any required matching funds in the Office of the City Clerk.
STATEMENT
This Resolution supports and authorizes the Mayor and/or his designee, the Acting Director of the Department of Engineering, to submit a grant application for, to accept grant funds, and enter into an agreement for phased multi-year grant funding in the amount of Seven Hundred and Fifty Thousand Dollars and Zero Cents ($750,000.00) from the New Jersey Historic Trust, 2025 Preserve New Jersey Historic Preservation Fund, for the rehabilitation and restoration of the interior of Newark City Hall. Matching funds in the amount of $750,000.00 shall be provided from the Official Municipal Budget.
