WHEREAS, drowning is the second leading cause of accidental death in children under 14 years of age; and

 

WHEREAS, the youth drowning rate for African Americans and Hispanic/Latino children is more than double the national average, and nearly 6 out of 10 African American and Hispanic/Latino children are unable to swim; and

 

WHEREAS, the City of Newark’s Department of Recreation, Cultural Affairs and Senior Services desires to continue to provide quality, multi-level learn to swim programs that will provide swimming instruction to the City of Newark children 6-17 years of age from all wards, thereby expanding opportunities for at-risk children to learn and to use the sport of swimming to expand fitness and recreational opportunities; and

 

WHEREAS, the USA Swimming Foundation operates a “Make a Splash Program” which is a national child focused water safety initiative that offers grants to assist the nation’s learn to swim providers in an effort to saves lives, reduce youth drowning, especially among minorities, and create opportunities for children of all economic and ethnic backgrounds to learn to swim; and

 

WHEREAS, on February 11, 2016, on behalf of the City of Newark, the Director of the Department of Recreation, Cultural Affairs and Senior Services submitted an application to the USA Swimming Foundation, Make a Splash Program requesting grant funding in the amount of Twenty Thousand Dollars ($20,000.00) in order to provide the City of Newark children, 6-17 years of age, with swimming instruction (a copy of the application is attached hereto and made a part hereof); and

 

WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of Seven Thousand Dollars ($7,000.00) from the USA Swimming Foundation, Make a Splash Program, for the purpose of providing at least 600 City of Newark residents, 6-17 years of age, with swimming instruction for the period commencing April 1, 2016 and terminating on December 31, 2016, with the grant funds to be used to cover instructor salaries only (a copy of the grant award letter is attached hereto and made a part hereof); and

 

WHEREAS, although the grant application was for an amount greater than that was awarded, the Department of Recreation, Cultural Affairs and Senior Services accordingly scaled back the learn to swim program so that its cost does not exceed the Seven Thousand Dollars ($7,000.00) in grant funds; and

 

WHEREAS, the City must execute a grant agreement with USA Swimming Foundation, Make a Splash Program in order to obtain the grant award, and on April 15, 2016, the Director of the Department of Recreation, Cultural Affairs and Senior Services did execute such an agreement (a copy of the agreement is attached hereto and made a part hereof); and

 

WHEREAS, the program to provide swimming instructions to the City of Newark children is not a new municipal program, but it is a continuation of a previously existing program; and

 

WHEREAS, no city matching funds or commitment resources were or are required to accept the grant funds.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Recreation, Cultural Affairs and Senior Services is hereby authorized to submit an application to USA Swimming Foundation, Make a Splash Program requesting grant funding in the amount of Twenty Thousand Dollars ($20,000.00) from the USA Swimming Foundation for the purpose of providing at least 600 City of Newark children, 6-17 years of age, with swimming instruction with no City funds required, and with the grant funds being used to cover instructor salaries only.

 

2.                      The Municipal Council hereby ratifies its authorization of the above-described application from February 11, 2016 to the date of adoption of this authorizing resolution.

 

3.                      The Mayor and/or his designee, the Director of the Department of Department of Recreation, Cultural Affairs and Senior Services is hereby authorized to enter into and execute a grant agreement with USA Swimming Foundation, Make a Splash Program to receive and expend, the grant award in the amount of Seven Thousand Dollars ($7,000.00) from the USA Swimming Foundation for the purpose of providing at least 600 City of Newark children, 6-17 years of age, with swimming instruction, for the grant period commencing on April 1, 2016, and terminating on December 31, 2016.

 

4.                      The Municipal Council hereby ratifies its authorization to execute the grant agreement from April 15, 2016 to the date of adoption of this authorizing resolution and the agreement itself is hereby ratified from April 1, 2016 to the date of adoption of this authorizing resolution.

 

5. The grant award in the amount of Seven Thousand Dollars ($7,000.00) from USA Swimming Foundation, Make a Splash Program is hereby accepted.

 

6. No municipal funds or resources are required for receipt or acceptance of this grant award.

 

7. The Director of the Department of Recreation, Cultural Affairs and Senior Services shall file a fully-executed copy of the grant application, the grant award letter and the grant agreement in the Office of the City Clerk.

 

STATEMENT

 

This resolution: (1) authorizes and  ratifies the actions taken by the Director of the Department of Recreation, Cultural Affairs and Senior Services to submit an application for grant funding to USA Swimming Foundation, Make a Splash Program for the purpose of  providing at least 600 City of Newark children, 6-17 years of age, with swimming instruction; (2) authorizes and ratifies the Mayor and/or his designee, the Director of the Department of Recreation, Cultural Affairs and Senior Services, to enter into agreement with the USA Swimming Foundation, Make a Splash Program in order to obtain the grant funds in the amount of Seven Thousand ($7,000.00) with a grant period commencing on April 1, 2016 and terminating on December 31, 2016, and; [3] accepts the grant funds. No municipal funds or resources are required for receipt or acceptance of the grant award.
