Additional Information: 

The original Apply and Accept Resolution 7R1-n adopted on July 19, 2023, in the amount of $111,760.00, which did not include, Newark Alliance, 60 Park Place, #604, Newark, New Jersey 07112, as a sub-recipient, although Newark Alliance had been incorporated into the application for the grant funds.

This grant will fund the development of an action-oriented plan asset to improve food access and food security for the Newark South “Food Desert Community”.

WHEREAS, pursuant to Resolution 7R1-n, adopted on July 19, 2023, the City of Newark (“City”) was authorized to apply for and accept a grant from the New Jersey Economic Development Authority (NJEDA) in the amount of One Hundred Eleven Thousand Seven Hundred Sixty Dollars and Zero Cents ($111,760.00) to fund the development of an action-oriented plan to leverage the property located at 174-178 Hawthorne Avenue and situated in a NJEDA-designated food desert, (“identified distressed asset”), which property is to be used for a food cooperative to improve food access and food security for the Newark South “Food Desert Community;” and

 

WHEREAS, the City, desires to supplement Resolution 7R1-n to acknowledge the incorporation of Newark Alliance, 60 Park Place, #604, Newark, New Jersey 07102 (“Newark Alliance”), into said application and to include Newark Alliance as a sub-recipient of the NJEDA/2023 Food Security Planning Grant funds; and

 

WHEREAS, pursuant to the grant agreement entered into by the City and the NJEDA, the City, desires to enter into a Memorandum of Understanding (attached hereto) with Newark Alliance , to carry out a food cooperative hub and spoke feasibility studyin an amount not to exceed One Hundred Eleven Thousand Seven Hundred Sixty Dollars and Zero Cents ($111,760.00).

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Business Administrator are hereby authorized to enter into and execute a Memorandum of Understanding (“MOU”) with Newark Alliance, 60 Park Place, #604, Newark, New Jersey 07102 (“Newark Alliance”) in the amount of One Hundred Eleven Thousand Seven Hundred Sixty Dollars and Zero Cents ($111,760.00) to fund a  Food Cooperative Hub and Spoke feasibility study.

 

2.                     The Municipal Council hereby ratifies its authorization of this MOU from September 30, 2023 to the date of adoption of this authorizing resolution.

 

3.                     Attached hereto is a Certification of Funds from the Chief Financial Officer of the City of Newark stating that sufficient funds are available for the purposes stated in this Resolution.

 

4.                     There shall be no advanced payment on this MOU in accordance with N.J.S.A. 40A:5-16. Total expenditures authorized pursuant to this Resolution shall not exceed One Hundred Eleven Thousand Seven Hundred Sixty Dollars and Zero Cents ($111,760.00).

 

5. There shall be no amendments of the MOU without the approval of the Municipal Council.

 

6.                     The Chief Sustainability Officer shall file in the Office of the City Clerk                                an executed copy of this MOU and same shall be made available for public inspection.

 

STATEMENT

 

This Resolution authorizes, amends and ratifies the actions taken by the Mayor of the City of Newark and/or his designee, the Business Administrator, to enter into and execute an Agreement with the New Jersey Economic Development Authority for a grant funds in the  amount of One Hundred Eleven Thousand  Seven Hundred  Sixty Dollars and Zero Cents ($111,760.00) to fund the development of an action-oriented plan in conjunction with sub-recipient Newark Alliance, 60 Park Place, #604, Newark, New Jersey 07102 leveraging the identified distressed asset to improve food access and food security for the Newark South food desert community.
