WHEREAS, N.J.S.A. 40A:4-19 provides that where any contracts, commitments or payments are to be made prior to adoption of the 2016 Budget, the Governing Body shall by resolution adopted within the first 30 days of the beginning of the fiscal year, make appropriations to provide for the period between the beginning of the fiscal year and the adoption of the budget for the purposes and amount required in the manner and time therein; and
WHEREAS, for purposes of efficiency and expediency this resolution is passed at this meeting to be effective January 1, 2016 to comply with the thirty day requirement set forth in N.J.S.A. 40A:4-19; and
WHEREAS, 26.25% of the total appropriation in the Water Utility Budget exclusive of any appropriations made for Debt Service Capital and Relief Fund Contributions in the 2015 Budget is the sum of $15,809,632.00.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The following temporary appropriations are made, and that a certified copy of this resolution be transmitted to the Chief Financial Officer for her records:

STATEMENT
The purpose of this resolution is to provide funds required for the continued operation of the Water Utility for the period of January 1, 2016 through March 31, 2016.
