WHEREAS, on September 28, 2022, on behalf of the City of Newark, the Director of Public Safety submitted an application to the State of New Jersey Department of Law & Public Safety, Office of the Attorney General, requesting grant funding in the amount of One Million Nineteen Thousand Four Hundred Seventeen Dollars and Ninety-Three Cents ($1,019,417.93), through the American Rescue Plan (ARP) Act - 2021 Coronavirus State Fiscal Recovery Fund, Gunshot Detection Technology Initiative (“the Grant”) to fund the expansion of the Newark Police Division’s Gunshot Detection System in order to reduce gun violence, with no City funds required; and

 

WHEREAS, pursuant to the terms of the Grant application, a copy of which is attached hereto, the City of Newark is required to submit a resolution from the Newark Municipal Council authorizing submission of the Grant application; and

 

WHEREAS, as a result of this application, the City of Newark has been awarded a Grant (GDT-09-21)  in the amount of One Million Nineteen Thousand Four Hundred Seventeen Dollars and Ninety-Three Cents ($1,019,417.93), with no City funds required, for the period commencing on December 1, 2022 through November 30, 2024; and

 

WHEREAS, the City of Newark is authorized to accept and does accept the this subaward for the amount of $1,019,417.93 with no match to be used for the purpose purchasing/expanding the city’s gunshot detection technology Public Safety Director desires to accept this Grant award and the City of Newark wishes to execute a Grant agreement governing said award GDT-09-21 from the New Jersey Department of Law & Public Safety, Office of the Attorney General, to fund an expansion project of the Newark Police Division’s Gunshot Detection System in order to reduce gun violence, with no City funds required.

 

NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of Public Safety, are hereby authorized to submit an application to the State of New Jersey Department of Law & Public Safety, Office of the Attorney General, through the American Rescue Plan (ARP) Act - 2021 Coronavirus State Fiscal Recovery Fund, Gunshot Detection Technology Initiative, requesting grant funding in the amount of One Million Nineteen Thousand Four Hundred Seventeen Dollars and Ninety-Three Cents ($1,019,417.93), to fund an expansion project of the Newark Police Division’s Gunshot Detection System in order to reduce gun violence, with no City funds required.

 

2.                     The Mayor and/or his designee, the Director of Public Safety, are hereby authorized to accept and enter into and execute the grant documents with the State of New Jersey Department of Law & Public Safety, Office of the Attorney General to receive and expend funds for the purpose to expand the Newark Police Division’s Gunshot Detection System in order to reduce gun violence, with no City funds required.

 

3.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing Resolution.

 

4.                     No municipal funds are required for receipt or acceptance of this grant award.

 

5.                     The grant award GDT-09-21  in the amount of One Million Nineteen Thousand Four Hundred Seventeen Dollars and Ninety-Three Cents ($1,019,417.93) from the New Jersey Department of Law & Public Safety, Office of the Attorney General is hereby accepted (a copy of the grant award letter is attached hereto and made a part hereof).

 

6.                     The Public Safety Director shall file a fully-executed copy of the New Jersey State Department of Law & Public Safety grant application, the grant award letter, and the grant agreement in the Office of the City Clerk.

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor and/or his designee, the Director of Public Safety, to submit an application for grant  (GDT-09-21) funding from the State of New Jersey Department of Law & Public Safety, Office of the Attorney General, to fund the expansion of the Newark Police Division’s Gunshot Detection System in order to reduce gun violence, and furthermore, authorizes the Mayor and/or his designee, the Director of Public Safety, to enter into and execute an agreement with and accept grant funds in the amount of $1,019,417.93 from the State of New Jersey Department of Law & Public Safety, Office of the Attorney General, for the period commencing on December 1, 2022 through November 30, 2024. No municipal funds are required.
