WHEREAS, the Bridges to Employing Youth grant seeks to expand the capacity  of New Jersey Department of Labor and Workforce Development (NJDOLWD) workforce system to adequately address the career development needs of the youth who are or have aged out of foster care; and

 

 WHEREAS, the NJDOLWD announced the Bridges to Employing Youth Notice of Grant Opportunity (NGO) on October 24, 2019; and

 

WHEREAS, the Newark Workforce Development Board (NWDB) responded to the Bridges to Employing Youth NGO and submitted a proposal to the NJDOLWD in the amount of Four Hundred Fifty Thousand and Zero Cents ($450,000.00) on December 2, 2019; and

 

WHEREAS, on April 23, 2020, the NJDOLWD awarded the NWDB  a total of One Hundred Sixteen Thousand Five Hundred Seventy Dollars and Zero Cents ($116,570.00) of Bridges to Employing Youth grant funds for Program Year 2020 (May 1, 2020 through August 31, 2021); and

 

WHEREAS, upon receipt of the Bridges to Employing Youth notice of award, the Newark Workforce Development Board and NewarkWORKS prepared a revised budget totaling One Hundred Sixteen Thousand Five Hundred Seventy Dollars and Zero Cents ($116,570.00); and  

 

WHEREAS, the Bridges to Employing Youth NGO, Newark Workforce Development Board (NWDB) proposal submission, State of New Jersey Department of Labor and Workforce Development (NJDOLWD) award letter, and revised budget totaling One Hundred Sixteen Thousand Five Hundred Seventy Dollars and Zero Cents ($116,570.00) are attached herein; and

 

WHEREAS, the awarded Bridges to Employing Youth funds must be incorporated into the Fiscal Year 2020 Bridge contract; and

 

WHEREAS, as of the date of this resolution, no Fiscal Year 2020 Bridges contract has been received from the NJDOLWD; and

 

WHEREAS, the NWDB will forward the Fiscal Year 2020 Bridges contract to the Office of the City Clerk upon receipt; and

 

WHEREAS, all Bridges to Employing Youth grant funds must be expended by August 31, 2021; and

 

WHEREAS, Bridges to Employing Youth grant funds will be allocated as follows:

                     WHEREAS, the Newark Workforce Development Board (NWDB), and delegated  designees, desire to accept the grant awards and execute the Fiscal Year 2020 Bridges contract; and

 

 WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds; and

 

WHEREAS, no municipal funds, commitment of municipal resources, or staff are required for the receipt or acceptance of these grant funds.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Deputy Mayor of Workforce Development and the Executive Director of the Newark Workforce Development Board (NWDB), are authorized to  accept the Bridges to Employing Youth grant funds allocated to the NWDB from the State of New Jersey Department of Labor and Workforce Development (NJDOLWD) for Program Year 2020 (May 1, 2020 through August 31, 2021), and to incorporate said funds into the Fiscal Year 2020 Bridge contract

 

2.                     The grant funds shall be expended according to the guidelines stated in the Notice of Award (NOA) and consistent with an expenditure plan approved by NWDB in accordance with strategic workforce priorities set by the NWDB.

 

3.                     The grant funds must be fully expended by August 31, 2021.

 

4.                     The Municipal Council hereby ratifies the acceptance of the grant funds described above from May 1, 2020 to date of adoption of this authorizing resolution.

 

5.                     The grant award in the amount of One Hundred Sixteen Thousand Five Hundred Seventy Dollars and Zero Cents ($116,570.00), from the State of New Jersey Department of Labor and Workforce Development (NJDOLWD) Program Year 2020 is hereby accepted. A copy of the Notice of Grant Opportunity (NGO) announcement, award letter, initial submission, and revised budget is attached hereto and made a part hereof.

 

6.                     The Mayor and/or his designee, the Deputy Mayor for Workforce Development and the Executive Director of the Newark Workforce Development Board, are hereby authorized to enter into and execute the Fiscal Year 2020 Bridge contract and any other documents as may be necessary to accept and fully expend the grant award.

 

7.                     No municipal funds, or commitment of municipal resources or staff, are required for receipt or acceptance of this grant award.

 

8.                     The Executive Director of the Newark Workforce Development Board and/or designee shall file a fully executed copy of the NGO for Program year 2020, the NOA, Fiscal Year 2020 Bridge contract, and any other documents that may be necessary in the Office of the City Clerk.

 

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Deputy Mayor of Workforce Development and the Executive Director of the Newark Workforce Development Board, to accept, execute, and expend Bridges to Employing Youth grant funds, comprised of WorkFirst New Jersey (WFNJ) funds of $32,303.15 and Workforce Innovation Opportunity Act (WIOA) funds of $84,266.85, for a combined total of $116,570.00 from the State of New Jersey Department of Labor and Workforce Development. Furthermore, this resolution ratifies and authorizes the designees to enter and execute a Fiscal Year 2020 Bridge contract. These funds are allocated for the period of May 1, 2020 through August 31, 2021 and must be fully expended by no later than August 31, 2021.  No municipal funds, or commitment of municipal resources or staff are required for receipt or acceptance of these grant awards.
