WHEREAS, without any application required by the City of Newark, the State of New Jersey, Department of Labor and Workforce Development ("NJDLWD") granted the City of Newark $127,000.00 in Workforce Learning Link grant funds, through the Newark Workforce Investment Board ("NWIB"), for State Fiscal Year 2014 (July 1, 2013 through June 30, 2014); and
WHEREAS, this is an annual grant allocation from the State of New Jersey, Department of Labor and Workforce Development, and must be used in accordance to guidelines stated in the Notice of Obligation, consistent with the NWIB's strategic direction, and must be incorporated into the Newark Workforce Development Area contract; and
WHEREAS, these grant funds must be obligated by June 30, 2014 and fully liquidated by December 31, 2014; and
WHEREAS, no municipal funds, or commitment of municipal resources or staff, are required for the receipt or acceptance of these grant funds; and
WHEREAS, it is in the best interest of the City of Newark to accept and expend these grant funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee(s), the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of One Stop Career Center/NewarkWORKS, are hereby authorized to accept Workforce Learning Link grant funds in the amount of $127,000.00 from the State of New Jersey, Department of Labor and Workforce Development for Program Year 2013 (July 1, 2013 through June 30, 2014) (copies of the Award Letter and Notice of Obligation are attached hereto and made a part hereof).
2. The Mayor and/or his designee(s), the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of One Stop Career Center/NewarkWORKS, are hereby authorized to enter into and execute a Program Year 2013 Newark Workforce Development Area contract, as may be necessary to accept and fully expand, no later than December 31, 2014.
3. The grant funds shall be expended in accordance with an expenditure plan approved by the Newark Workforce Investment Board ("NWIB"), and in accordance with strategic workforce priorities set by the NWIB.
4. The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2013 to date of adoption of this authorizing resolution.
5. No municipal funds, or commitment of municipal resources or staff, are required for the receipt or acceptance of the grant funds.
6. The Acting Deputy Director of One Stop Career Center/NewarkWORKS shall file copies of the Award Letter and Notice of Obligation with the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee(s), the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of One Stop Career Center/NewarkWORKS, to accept Workforce Learning Link grant funds in the amount of $127,000.00 from the State of New Jersey, Department of Labor and Workforce Development through the Newark Workforce Investment Board, and further authorizes entering into and executing the Program Year 2013 Newark Workforce Development Area contract.
