WHEREAS, on behalf of the City of Newark, the Public Safety Director submitted an application to the State of New Jersey, Department of Law & Public Safety, Office of the Attorney General, requesting funding in the amount of Seven Hundred Forty-Five Thousand Dollars and Zero Cents ($745, 000.00), to fund the expansion of the Newark Police Division’s Automatic License Plate Reader (ALPR-12-21) Network in order to reduce gun violence and other violent crime, with no City funds required; and
WHEREAS, pursuant to the terms of the grant application, a copy of which is attached hereto, the City of Newark is required to submit a resolution from the Newark Municipal Council authorizing submission of the grant application; and
WHEREAS, on June 15, 2023, the City of Newark received notification of receipt of a grant award in connection with this application, in the amount of Five Hundred Ninety-Five Thousand Dollars and Zero Cents ($595,000.00) with no match, for a term commencing on December 1, 2022 through November 30, 2024, to fund the expansion of the Newark Police Division’s Automatic License Plate Reader (ALPR-12-21) Network in order to reduce gun violence and other violent crime, with no City funds required; and
WHEREAS, the City of Newark is authorized to accept and does accept the subaward and wishes to Public Safety Director desires to accept the grant award and execute a grant agreement governing said award.
NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Public Safety Director, are hereby authorized to submit an application to the State of New Jersey, Department of Law and Public Safety, Office of the Attorney General, requesting grant funding in the amount of Seven Hundred Forty-Five Thousand Dollars and Zero Cents ($745,000.00), to fund the expansion of the Newark Police Division’s Automatic License Plate Reader (ALPR-12-21) Network in order to reduce gun violence and other violent crime, with no City funds required (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing Resolution.
3. The actual grant award in the amount of Five Hundred Ninety-Five Thousand Dollars and Zero Cents ($595,000.00), from the State of New Jersey Department of Law and Public Safety, Office of the Attorney General, to fund the Newark Police Division’s Automatic License Plate Reader (ALPR) Network is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Public Safety Director, are hereby authorized to enter into and execute the grant documents with the State of New Jersey Department of Law and Public Safety, Office of the Attorney General to receive and expend the grant award in the amount of Five Hundred Ninety-Five Thousand Dollars and Zero Cents ($595,000.00), for the purpose to expand the Newark Police Division’s Automatic License Plate Reader (ALPR-12-21) Network in order to reduce gun violence and other violent crime, for the grant period commencing December 1, 2022 through November 30, 2024.
5. The Public Safety Director shall submit a complete copy of the grant agreement and any associated documents to both the Corporation Counsel and the Business Administrator for review, approval and signature.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Public Safety Director shall file a fully-executed copy of the State of New Jersey Department of Law and Public Safety, Office of the Attorney General grant application to expand the Newark Police Division’s Automatic License Plate Reader (ALPR-12-21) Network in order to reduce gun violence and other violent crime, the grant award letter, and the grant agreement in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Public Safety Director, to submit an application for, accept, and enter into a grant agreement for grant funding in the amount of $595,000.00 with State of New Jersey Department of Law and Public Safety, Office of the Attorney General, to fund the expansion of the Newark Police Division’s Automatic License Plate Reader (ALPR-12-21)) Network in order to reduce gun violence and other violent crime. No municipal funds are required.
