WHEREAS, the United States Department of Housing and Urban Development (HUD) has approved a total allocation of $16,043,165.00 to the City of Newark by an approval notice dated December 28, 2022, and on March 1, 2023, pursuant to Resolution 7R1-h, the Municipal Council authorized the Mayor of the City of Newark and Business Administrator to file a new Consolidated Plan with HUD, which contains a request for Community Development Block Grant (CDBG) funds in the amount $6,924,742.00, HOME funds in the amount $3,166,299.00 Housing Opportunities for People with AIDS (HOPWA) in the amount of $5,319,429.00 (on behalf of Newark and the “Eligible Metropolitan Area”), and Emergency Solutions Grant funds in the amount of $632,695.00, in compliance with Federal statutes and regulations governing the four (4) aid grant programs; and
WHEREAS, Resolution 7R1-h adopted on March 1, 2023, further authorized the Mayor of the City of Newark and the Business Administrator to enter into four (4) separate agreements with HUD to receive and expend FY 2022 Community Development Block Grant funds in the amount of $6,924,742.00, HOME funds in the amount $3,166,299.00 Housing Opportunities for People with AIDS (HOPWA) in the amount of $5,319,429.00 (on behalf of Newark and the “Eligible Metropolitan Area”), and Emergency Solutions Grant funds in the amount of $632,695.00; and
WHEREAS, the City of Newark desires to establish the Block Grant Program and appropriate the funds to the various sub-grantees.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

STATEMENT
The City of Newark has been awarded $6,924,742.00 for the Community Development Block Grant Forty-Eighth (48th) Year. Funding has been provided by the United States Department of Housing and Urban Development.
