WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of One Hundred Sixty-Seven Thousand Eight Hundred Dollars and Zero Cents ($167,800.00) for the Immunization Grant and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letter dated July 6, 2020, the New Jersey State Department of Health, Vaccine Preventable Disease Program awarded the City of Newark the Immunization Grant in the amount of One Hundred Sixty-Seven Thousand Eight Hundred Dollars and Zero Cents ($167,800.00). The aforementioned program reduces and eliminates the incidence of vaccine-preventable diseases affecting children, adolescents and adults through immunization in the City of Newark; and
WHEREAS, the City’s Department of Health and Community Wellness will be submitting an Apply and Accept Resolution under separate cover to the Municipal Council for its consideration relative to said grant award; and
WHEREAS, a previous resolution authorizing TE # 36 and prior emergency appropriations submitted for Municipal Council approval totaled $373,482,614.78; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2020 pursuant to N.J.S.A. 40A:4-20, including this resolution total $................$373,650,414.78.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification:
Program Amount
Immunization Program $167,800.00
2. Said emergency appropriation shall be provided for in the 2020 budget.
3. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This resolution ratifies, authorizes and establishes the temporary emergency appropriation for the Immunization Program in the amount of $167,800.00. The New Jersey State Department of Health, Vaccine Preventable Disease Program awarded the City of Newark the Immunization Grant. The Project period is July 1, 2020 through June 30, 2021.
