WHEREAS, the City of Newark (the “City”) and the South Ward Environmental Alliance (“SWEA”) seek to formally enable cooperation and collaboration through a Memorandum of Understanding (“MOU”) for the purpose of creating a partnership to apply for the United States Environmental Protection Agency (“EPA”) Environmental & Climate Justice Community Change Grant Program (“CCGP”), with the City as the lead applicant and SWEA as the statutory partner; and

 

WHEREAS, the City and SWEA believe it is in their best interest to work collaboratively seeking funding in the form of grants and technical assistance to strengthen and build the capacity within the City to enhance and deliver services to our local community; and

 

WHEREAS, the EPACCGP will enable to City to create the infrastructure necessary to be more resilient in the face of extreme weather events and to mitigate the effects of the urban heat island effect in the city; and

 

WHEREAS, the City and SWEA have collaborated on numerous grant applications and have been successfully awarded several grant awards, including the natural carbon sequestration grant from the State of New Jersey.

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Business Administrator, are hereby authorized on behalf of the City of Newark to execute the Memorandum of Understanding (“MOU”), with the South Ward Environmental Alliance, 208 Lyons Avenue, Newark, New Jersey 07112.

 

2.                     This is an unfunded MOU. Any financial arrangements shall be negotiated separately and will depend on the availability of funds, and subject to Municipal Council approval.

 

3.                     A fully executed copy of the amended MOU shall be filed in the Office of the City Clerk by the Business Administrator.

 

4.                     This MOU shall commence upon adoption by the Municipal Council and shall terminate upon successful of the grant, should it be awarded to the City of Newark. This MOU may be extended for a term agreed upon by the parties and confirmed in written amendment signed by each parties authorized signatory, and subject to Municipal Council approval.

 

 

STATEMENT

 

This Resolution authorizes the Mayor of the City of Newark and/or his designee, the Business Administrator, to execute the Memorandum of Understanding, with the South Ward Environmental Alliance to formally create a partnership to apply for the United States Environmental Protection Agency (“EPA”) Environmental & Climate Justice Community Change Grant Program (“CCGP”), with the City as the lead applicant and SWEA as the statutory partner. This Memorandum of Understanding shall commence upon adoption by the Municipal Council (the “Effective Date”) and shall terminate upon the successful completion of the grant, should it be awarded.
