AN ORDINANCE AMENDING TITLE 23, TRAFFIC, CHAPTER 5, PARKING, STOPPING AND STANDING, GENERALLY, SECTION 14, PARKING BY PERMIT, IN DESIGNATED RESIDENTIAL AREAS, TRAFFIC AND PARKING, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 2000, AS AMENDED AND SUPPLEMENTED, BY ADDING BLOOMFIELD AVENUE, EAST SIDES, BETWEEN LAKE STREET AND CHRISTOPHER COLUMBUS DRIVE (NORTH WARD).

WHEREAS, parking was prohibited on west side of Lake Street between 2nd Avenue and Bloomfield Avenue; and
WHEREAS, the residents of Lake Street expressed the need for parking to the North Ward Councilman, Anibal Ramos, Jr.; and
WHEREAS, the Department of Engineering studied this area and wishes to improve parking for the residents of Lake Street by creating Residential Permit Parking requirements.
NOW, THEREFORE, BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
Section 1. That Section 23:5-14(e), Parking by Permit Only in Designated Residential Areas, of Title 23, Traffic and Parking, of the Revised General Ordinances of the City of Newark, New Jersey, 2000, be amended and supplemented by adding thereto the following:
Bloomfield Avenue, east sides between Lake Street and Christopher Columbus Drive
(Hours: 24hrs. / Days: Monday-Sunday)
Section 2. Regulatory signs shall be erected and maintained by the City of Newark.
Section 3. Any Ordinance or parts thereof inconsistent with this Ordinance are hereby repealed.
Section 4. This Ordinance shall take effect upon final passage and publication and in accordance with the laws of the State of New Jersey.
Section 5. Codification. This Ordinance shall be a part of the Code of the City of Newark as though codified and fully set forth therein. The City Clerk shall have this Ordinance codified and incorporated in the official copies of the Code. The City Clerk and the Corporation Counsel are authorized and directed to change any Chapter, Article and/or Section number of the Code of the City of Newark in the event that the codification of this Ordinance reveals that there is a conflict between the numbers and the existing Code, and in order to avoid confusion and possible accidental repealers of existing provisions not intended to be repealed.
Section 6. This Ordinance does not require approval by the Commissioner of Transportation.
STATEMENT
This Ordinance allows the Department of Engineering to improve parking for residents on Lake Street, both sides, by creating “Parking by Permit Only”, on Bloomfield Avenue, east sides, between Lake Street and Christopher Columbus Drive (North Ward).
