WHEREAS, on December 18, 2019 through Resolution 7R2-b, the Municipal Council authorized the Mayor to accept the following WLL ($190,000.00) grant funds for State Fiscal Year (SFY) 2020 (July 1, 2019 through June 30, 2020), which must be fully obligated by June 30, 2020, and fully expended no later than December 31, 2020; and
WHEREAS, on November 6, 2019 the State of New Jersey Department of Labor and Workforce Development identified additional Workforce Learning Link (WLL) funding opportunities for State Fiscal Year 2020 (July 1, 2019 - June 30, 2020) to be utilized for employment and training services; and
WHEREAS, on November 6, 2019, the City was granted an increase to an annual grant allocation in the amount of $69,000.00 of WLL, for a combined funding total of $259,000.00, to be utilized to provide employment and training funded services; and
WHEREAS, no request for additional funding was submitted to the State of New Jersey Department of Labor and Workforce Development; and
WHEREAS, the funds will be allocated as follows:

WHEREAS, no formal application was required in order for the City of Newark to receive the grant; and
WHEREAS, the additional funding must be used in accordance to guidelines stated in the Notice of Award (NOA), consistent with the Newark Workforce Development Board strategic direction and it must be incorporated into Newark Workforce Development Area Contract; and
WHEREAS, upon notification of the receipt of the grant awards the Director of NewarkWORKS desires to accept the grant awards and execute the Standard Assurances and Certifications Agreement; and
WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds; and
WHEREAS, no municipal funds, or commitment of municipal resources or staff, are required for the receipt or acceptance of these grant funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Deputy Mayor of Workforce Development and Director of NewarkWORKS, are authorized to accept the following Workforce Learning Link (WLL) grant allocation from the State of New Jersey Department of Labor and Workforce Development for State Fiscal Year 2020 (July 1, 2019 through June 30, 2020), and to incorporate said funds into the Newark Program Year 2019 Workforce Development Area Contract:

2. The grant funds shall be expended according to the guidelines stated in the Notice of Obligation (NOO), consistent with an expenditure plan proposed by NewarkWORKS and approved by the Newark Workforce Development Board (NWDB) in accordance with strategic workforce priorities set by the NWDB.
3. The grant funds must be fully obligated by June 30, 2020; and fully expended by December 31, 2020.
4. The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2019 to the date of adoption of this authorizing resolution.
5. The total grant award in the amount of $259,000.00 from the State of New Jersey Department of Labor and Workforce Development for Program Year 2019 is hereby accepted, and a copy of the award letter is attached hereto and made a part hereof.
6. The Mayor and/or his designee, the Deputy Mayor of Workforce Development and Director of NewarkWORKS, are hereby authorized to enter into and execute a Program 2019 Newark Workforce Development Area Contract and any other documents as may be necessary to accept and fully expend the grant award in the amount of $259,000.00, to be fully expended no later than December 31, 2020.
7. No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of this grant award.
8. The Director of NewarkWORKS shall file a fully executed copy of the Grant Award Letter for Program Year 2019, the Notice of Award, Notice of Obligation, Program Year 2019 Newark Workforce Development Area Contract, and any other documents that may be necessary in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Deputy Mayor of Workforce Development and Director of NewarkWORKS, to accept and expend additional Workforce Learning Link (WLL) funds in the amount $69,000.00 for a total grant award of $259,000.00, for Workforce Learning Link participants, from the State of New Jersey Department of Labor and Workforce Development, and furthermore, ratifies and authorizes them to enter into and execute Program Year 2019 Newark Workforce Development Area Contract. These funds are allocated for the period of (July 1, 2019 through June 30, 2020), must be fully obligated by June 30, 2020, and fully expended no later than December 31, 2020. No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of these grant awards.
