  WHEREAS, the New Jersey Department of Agriculture, Bureau of Child Nutrition Programs’ Summer Food Service Program reimburses the City of Newark for meals served to children who live in areas in which at least 50% of the children qualify for free or reduced-price meals under the National School Lunch Program; and

 

                     WHEREAS, the City of Newark provides meals to Newark children through SuNuP Summer Food Service Program and is in need of additional funding to sustain the program and continue the provision of meals for the summer of 2015; and

 

WHEREAS, on April 15, 2015, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness submitted an application to the New Jersey Department of Agriculture, Bureau of Child Nutrition Programs, requesting grant funding in the amount of one million, two hundred fifty four thousand, ninety two dollars and eighty cents ($1,254,092.80) from the 2015 Summer Food Service Program, for the provision of meal services to children of the City of Newark through the SuNuP Program; and

 

                     WHEREAS, as a result of this application the City of Newark has been awarded grant funds in the amount of one million, two hundred fifty four thousand, ninety two dollars and eighty cents ($1,254,092.80), from the New Jersey Department of Agriculture, Bureau of Child Nutrition Program for the SuNuP Summer Food Service Program to provide meal services for the children of the City of Newark, for the period commencing on March 31, 2015 and terminating on September 30, 2015; and

 

 

WHEREAS, the City of Newark recognizes that the State of New JerseyDepartment of Agriculture may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, in such instances, the State of New Jersey Department of Agriculture will amend the Grant to reflect the Grant time extension and/or increase or decrease funds, if made available; and

 

                     WHEREAS, the City must execute a grant agreement with the New Jersey Department of Agriculture, Bureau of Child Nutrition Program in order to obtain the grant award, with no City funds required.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the New Jersey Department of Agriculture, Bureau of Child Nutrition Program, requesting grant funding in the amount of one million, two hundred fifty four thousand, ninety two dollars and eighty cents ($1,254,092.80), from the 2015 Summer Food Service Program to provide meal services to children of the City of Newark, with no City funds required (a copy of the application is attached hereto and made a part hereof).

 

2.                     The Municipal Council of the City of Newark hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of one million, two hundred fifty four thousand, ninety two dollars and eighty cents ($1,254,092.80), from the New Jersey Department of Agriculture, Bureau of Child Nutrition Programs, is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute grant documents with the New Jersey Department of Agriculture, Bureau of Child Nutrition Programs, to receive and expend the grant award in the amount of one million, two  hundred fifty four thousand, ninety two dollars and eighty cents ($1,254,092.80) for the provision of meals services to children of the City of Newark through the SuNuP Summer Food Program, for the period commencing on March 31, 2015 and terminating on September 30, 2015 (a copy of the Agreement is attached hereto and made a part hereof).

 

5.                     The agreement between the City of Newark and the New Jersey Department of Agriculture, Bureau of Child Nutrition Programs, is hereby ratified from March 31, 2015 to the date of adoption of this authorizing resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to amend the grant agreement to extend the grant period and/or increase or decrease funding, if made available, and any such amendment to the grant agreement shall be effectuated by submission of a resolution authorizing a budget amendment and said resolution shall have attached the official amending grant award letter, amendments, and any associated documentation thereto.

 

8.                     The Director of Department of Health and Community Wellness shall file a fully executed copy of the grant application, grant award letter, and the grant agreement in the Office of City Clerk.

 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Director of the Department of Health and Community Wellness to submit an application for grant funding from the New Jersey Department of Agriculture, Bureau of Child Nutrition Programs’ 2015 Summer Food Service Program, to provide meal services to children of the City of Newark, and furthermore, ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to enter into and execute an agreement with and accept grant funds in the amount of one million, two  hundred fifty four thousand, ninety two dollars and eighty cents ($1,254,092.80) from the New Jersey Department of Agriculture for the provision of meals services to children of the City of Newark through the SuNuP Summer Food Program, for the period commencing on March 31, 2015 and terminating on September 30, 2015.  No municipal funds are required.
