           WHEREAS, the City of Newark (hereinafter, “City”) seeks to continue to implement the West Ward Victims Outreach Services and Crime Reduction Initiative (WWVO) strategies to support trauma-informed, victim-centered care for boys and men harmed by violence in the City’s West Ward; and

 

WHEREAS, the United States Department of Justice (hereinafter, “DOJ”), Office of Justice Programs - solicited applications for funding under the FY 17 Supporting Male Survivors of Violence Invitation to Apply which encourages cities to provide innovative services to male survivors of violence and is administered by the DOJ’s Office for Victims of Crime (OVC); and

 

WHEREAS, on June 27, 2017, on behalf of the City of Newark, the Department of Health and Community Wellness (hereinafter, “DHCW”), under the auspices of its Director, electronically filed an application for funding under the FY 17 Supporting Male Survivors of Violence Invitation to Apply,\, requesting funding in the amount of $660,000.00; a copy of the aforementioned application is attached hereto and made a part hereof; and 

 

WHEREAS, as a result of DHCW’s application, on September 28, 2017, Acting Assistant Attorney General of the DOJ informed the City’s Mayor that the Office of Justice Programs had approved the DHCW’s/City’s application for funding in the amount of $660,000.00; the City intends to use the funding to continue to implement the WWVO strategies to support trauma-informed, victim-centered care for boys and men harmed by violence in the City’s West Ward for the period commencing on October 1, 2017, and terminating on September 30, 2020; and

 

WHEREAS, the City must execute a Cooperative Agreement with the DOJ’s Office of Justice Programs, Office for Victims of Crime, in order to receive the grant funding to continue to implement the WWVO strategies; said Cooperative Agreement is attached hereto and made a part hereof.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the DOJ Office of Justice Programs, Office for Victims of Crime, for funding in the amount of $660,000.00, under the DOJ’s FY17 Supporting Male Survivors of Violence Invitation to Apply; a copy of the City’s application is attached hereto and made a part hereof.

 

2.                     The Cooperative Agreement between the City of Newark and the DOJ, Office for Victims of Crime, is hereby ratified from October 1, 2017, to the date of adoption of this authorizing resolution. 

 

3.                     The Grant Award in the amount of $660,000.00 from the DOJ Office of Justice Programs, Office for Victims of Crime and the Special Conditions, associated with the grant award are hereby accepted (a copy of the Grant Award and Special Conditions documents are attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee the Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute the Cooperative Agreement with the DOJ Office for Victims of Crime to receive and expend the grant award in the amount of $660,000.00 through the City’s DHCW to continue to implement the WWVO strategies to support trauma-informed, victim-centered care for boys and men harmed by violence in the City’s West Ward, for the period commencing October 1, 2017, and terminating on September 30, 2020. A copy of the Cooperative Agreement is attached hereto and made a part hereof.

 

5.                     No municipal funds are required for receipt or acceptance of this grant award.

 

6.                     The City of Newark shall file a fully-executed copy of the grant application, the grant award letter, and the grant agreement.

 

 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to submit an application for grant funding from the United States Department of Justice’s Crime Victims Fund to continue to implement the City of Newark’s West Ward Victims Outreach Services and Crime Reduction Initiative (WWVO) strategies to support trauma-informed, victim-centered care for boys and men harmed by violence in the City’s West Ward. This resolution also authorizes the Mayor and/or his designee, to enter into and execute a grant agreement with and accept grant funds in the amount of $660,000.00 from the United States Department of Justice, Office of Justice Programs, Office for Victims of Crime in order to continue to implement the City’s WWVO strategies for the period commencing October 1, 2017, and terminating on September 30, 2020, without the requirement of municipal funds.
