WHEREAS, The State of New Jersey Department of Labor and Workforce Development and Economic Opportunity granted the City of Newark the following Workfirst New Jersey funds through the Workforce Development Board), (NWDB) for Program Year 2018 (July 1, 2017 through June 30, 2018) which must be fully obligated by June 30, 2018 and fully expended by no later than December 31, 2018; and
WHEREAS, a minimum of 75% of the funding is required to be committed by December 31, 2017; and
WHEREAS, the funds will be allocated as the following:

WHEREAS, no application was required for the City of Newark to apply for the grant; and
WHEREAS, this is an annual grant allocation from the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity must be used in accordance to guidelines stated in the Notice of Award (NOA), consistent with the Newark Workforce Development Board strategic direction and it must be incorporated into Newark Workforce Development Area Contract; and
WHEREAS, upon notification of the receipt of the grant awards the Director of NewarkWORKS desires to accept the grant awards and execute the Standard Assurances and Certifications agreement; and
WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds; and
WHEREAS, no municipal funds, or commitment of municipal resources or staff, are required for the receipt or acceptance of these grant funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee(s), the Deputy Mayor of Workforce Development and Director of NewarkWORKS, are hereby authorized to accept the following WorkFirst New Jersey (WFNJ) grant allocation from the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity for State Fiscal year 2018 (July 1, 2017 through June 30,2018), and to incorporate said funds into the Newark Program Year 2018 Workforce Development Area Contract:

2. The grant funds shall be expended according to the guidelines stated in the Notice of Award (NOA), consistent with an expenditure plan proposed by NewarkWORKS and approved by the Newark Workforce Development Board (NWDB) in accordance with strategic workforce priorities set by the NWDB.
3. The grant funds must be committed at a minimum of 75% by December 31, 2017; grant funds must be fully obligated by June 30, 2018; and fully expended by December 31, 2018.
4. The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2017 to the date of adoption of this authorizing resolution.
5. The grant award in the amount of $1,113,310.00 from the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity for Program Year 2017 is hereby accepted. A copy of the award letter is attached hereto and made a part hereof.
6. The Mayor and/or his designee(s), the Deputy Mayor of Workforce Development and Director of NewarkWORKS, are hereby authorized to enter into and execute a Program 2017 Newark Workforce Development Area Contract and any other documents as may be necessary to accept and fully expend the grant award in the amount of $1,113,310.00, no later than December 31, 2018.
7. No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of this grant award.
8. The Director of NewarkWORKS shall file a fully-executed copy of the Grant Award Letter for Program year 2017, the Notice of Award, Program Year 2017 Newark Workforce Development Area Contract, and any other documents that may be necessary in the Office of the City Clerk.
STATEMENT
This resolution hereby ratifies and authorizes the Mayor and/or his designee(s), The Deputy Mayor of Workforce Development and Director of NewarkWORKS, to accept and expend Workforce New Jersey (WFNJ) funds in the amounts $699,886.00 for Temporary Assistance for Needy Families Program (TANF); $137,126 for General Assistance/Supplemental Nutrition Assistance Program (GA/SNAP); and $276,298.00 for (SNAP), for a combined total of $1,113,310.00, from the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity, and furthermore, ratifies and authorizes them to enter into and execute Program Year 2017 Newark Workforce Development Area Contract. These funds are allocated for the period of (July 1, 2017 through June 30, 2018), and must be committed at a minimum of 75% by December 31, 2017; grant funds must be fully obligated by June 30, 2018; and fully expended by no later than December 31, 2018. No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of these grant awards.
