                      WHEREAS, the City of Newark’s (hereinafter, “City”) Department of Health and Community Wellness (hereinafter, “DHCW”) provides medical care services pursuant to and consistent with the Health Center Program laws and regulations (including Section 330 of Public Health Services Act, 42 U.S.C. Section 254b and 42 C.F.R. § 51c.301, et seq.); and

 

WHEREAS, the New Jersey State Department of Banking and Insurance, located at P.O. Box 325, Trenton, New Jersey 08625 (hereinafter, “DOBI”), requested applications for the New Jersey State Navigator Grant; and

 

WHEREAS, Grantees who serve as State Navigators shall assist consumers to enroll and re-enroll in health coverage through the New Jersey State-Based Marketplace; and

 

                     WHEREAS, on September 25, 2024, on behalf of the City, the Director of the DHCW submitted an application to DOBI requesting grant funding in the amount of Two Hundred Sixty-Five Thousand Five Hundred Dollars and Zero Cents ($265,500.00) (a copy of the grant application is attached hereto and made a part hereof); and

 

WHEREAS, as a result of the City’s grant application, on October 29, 2024, the DOBI awarded the City a grant in the amount of One Hundred Fifteen Thousand Dollars and Zero Cents ($115,000.00) to continue to serve as a New Jersey State Navigator for the 2024-2025 grant year (a copy of the Notice of Award is attached hereto and made a part hereof); and

 

WHEREAS, the Director of the DHCW desires to accept said grant funds; and

 

WHEREAS, the City recognizes that the DOBI may extend the time of the grant award and/or provide additional funds when it becomes available; and 

 

WHEREAS, the DOBI may amend the grant to reflect any time extension and/or increase or decrease of grant funds, as appropriate and which shall be subject to approval by the Municipal Council by resolution; and

 

WHEREAS, the terms of this grant award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by resolution.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor, and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit a grant application to the New Jersey State Department of Banking and Insurance P.O. Box 325, Trenton, New Jersey 08625 (“DOBI”), requesting grant funding in the amount of Two Hundred Sixty-Five Thousand Five Hundred Dollars and Zero Cents ($265,500.00) to serve as a New Jersey State Navigator for the 2024-2025 grant year to assist consumers with enrolling and re-enrolling in health insurance using GetCoveredNJ.

 

2.                     The Municipal Council hereby ratifies its authorization of this grant application from the date of application’s submission to the date of adoption of this authorizing Resolution.

 

3.                     The resulting grant award in the amount of One Hundred Fifteen Thousand Dollars and Zero Cents ($115,000.00), from DOBI is hereby accepted (a copy of the Notice of Award is attached hereto and made a part hereof).   

 

4.                     The Mayor, and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to take the steps necessary for the City of Newark (“City”) to serve as a New Jersey State Navigator and expend the grant award for the period commencing October 1, 2024 and terminating September 30, 2025.

5.                     The Municipal Council hereby ratifies the acceptance of this grant award from the date that DOBI notified the City of the approval of grant funding to the date of adoption of this authorizing Resolution.

 

 

6.                     The DHCW shall, upon any extension of time of the grant and/or upon any increase or decrease of the grant funds, submit to the Municipal Council for its consideration an amending resolution reflecting the final time and amount of the awarded grant.

 

7.                     No municipal matching funds are required for the receipt or acceptance of this grant award. 

 

STATEMENT

 

This Resolution authorizes and ratifies the actions taken by the Mayor, and/or his designee, the Director of Health and Community Wellness, to apply for and accept grant funds in the amount of One Hundred Fifteen Thousand Dollars and Zero Cents ($115,000.00), from New Jersey State Department of Banking and Insurance for the City of Newark to serve as a New Jersey State Navigator for the 2024 - 2025 grant year, for the continued provision of medical care and supportive services to the City of Newark and surrounding areas, for the period commencing on October 1, 2024 and terminating September 30, 2025. No municipal matching funds are required for the receipt or acceptance of these grant funds.
