          WHEREAS, N.J.S.A. 40A:4-87 provides that the Director of Local Government Services may approve the insertion of any Special Item of Revenue in the budget of any local unit when such item shall have been made available by law and the amount thereof shall not have been determined at the time of the adoption of the budget, and may approve the insertion of an appropriation item of equal amount for the purpose of carrying out the purposes of the law making such item of revenue available for expenditure; and

 

          WHEREAS, by Notice of Grant Award dated September 16, 2020, the New Jersey Department of Health, Division of Family Health Services has made available additional funding available in the amount of $223,515.00 for the Child Health Program; and

 

          WHEREAS, by Resolution 7R1-b adopted on September 5, 2019, the City of Newark accepted funds from the New Jersey Department of Health in the amount of $1,887,000.00, and authorized the application for and/or acceptance of any additional funding that would be made available to the City bringing total program resources to $2,110,515.00; to provide case management and environmental investigation services for children with elevated blood levels, outreach and education to the public, health care providers and other professionals about the importance of age appropriate blood lead screenings, lead exposure prevention and heathy housing.

         NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     In accordance with the provisions of N.J.S.A. 40A:4-87, the City of Newark, New Jersey, hereby requests the Director of Local Government Services to approve a budget insertion in the amount of $223,515.00 and an appropriation of an equal amount for the Child Health Program in the budget year 2020 as set forth in Schedule A, attached hereto and made a part hereof.

 

2.                     The aforesaid insertion is, in the opinion of the Governing Body, warranted and authorized by N.J.S.A. 40A:4-87 and is necessary for the orderly operation of the municipality.

 

3.                     A copy of this resolution shall be filed with the Director of the Division of Local Government Services, by the City Clerk.

 

 

STATEMENT

 

                     This resolution establishes the revenue and appropriation for the 2020 Municipal Budget in the amount of $223,515.00 for the Child Health Program. The New Jersey Department of Health, Division of Family Health Services is providing the funds. The project period has been extended from July 1, 2020 through June 30, 2020 to July 1, 2020 through September 30, 2020. (Citywide).
