WHEREAS, Through Resolution 7R8-B090811 the City of Newark accepted a grant award from the United States Department of Labor under the Workforce Investment Act (WIA) Adult and Dislocated Worker Programs for $2,774,111.00 in funding allocation; and
WHEREAS, the Mayor and/or his designees, the Director of Economic and Housing Development and the Acting Deputy Director of One Stop Career Center/NewarkWORKS accepted this grant award from the New Jersey Department of Labor and Workforce Development (NJDOLWD) under the Workforce Investment Act of 1998 commencing July 1, 2011 through June 30, 2012. Funds must be 80% obligated as of June 30, 2012 and must be fully expended by June 30, 2013

For a combined allocation of $2,774,111.00; and
WHEREAS, on December 6, 2011 the State of New Jersey Department of Labor and Workforce Development authorized a Notice of Obligation granting additional PY 2011 funding for Workforce Investment Act Adult by $189,897.00, which increased the allocation from $2,057,154.00 to $2,247,051.00 and increased the Dislocated Worker allocation by $83,796.00, which increased the allocation from $716,957.00 to $800,753.00; and
WHEREAS, the Mayor and/or his designees, the Deputy Mayor/Director of Economic and Housing Development and the Acting Deputy Director One Stop Career Center/NewarkWORKS wish to amend Resolution 7R8-B090811 by increasing the WIA Adult allocation of $2,057,154.00 by $189,897.00 for a new allocation of $2,247,051.00 and increasing the WIA Dislocated Worker allocation of $716,957.00 by $83,796.00 for a new allocation of $800,753.00 for a combined total of $3,047,804.00.
NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT;
1.Resolution 7R8-B dated September 8, 2011 is hereby amended for the purpose of increasing the Workforce Investment Act Adult allocation to the City of Newark One Stop Career Center/NewarkWORKS from $2,057,154.00 by $189,897.00 to $2,247,051.00 and WIA Dislocated Worker from $716,957.00 by $83,796.00 to $800,753.00 for a combined allocation of $3,047,804.00 for PY 2011 for the period commencing July 1, 2011 and terminating June 30, 2012:

2.The Mayor and/or his designees, the Deputy Mayor/Director of Economic and Housing Development and the Acting Deputy Director of One Stop Career Center/Newark WORKS are hereby authorized to enter into and execute any revised grant documents from the New Jersey Department of Labor and Workforce Development (NJDOLWD) to increase the grant award for Adult by $189,897.00 and Dislocated Worker by $83,796.00 commencing July 1, 2011 and terminating on June 30, 2012. A copy of the Notice of Obligation from the New Jersey Department of Labor and Workforce Development for increasing the funding collectively by $273,693.00 is attached hereto and made a part hereof.
3. The revised grant agreement between the City of Newark and the New Jersey Department of Labor and Workforce Development is hereby ratified from July 1, 2011 to the date of adoption of this resolution.
4. No municipal funds are required for receipt of this revised grant award.
5. A copy of this Resolution, the Notice of Obligation, and the Grant Letter from the New Jersey Department of Labor and Workforce Development shall be filed with the Office of the City Clerk by the Deputy Mayor/Director of Economic and Housing Development and/or the Acting Deputy Director of One Stop Career Center/NewarkWORKS.
STATEMENT
This resolution amends Resolution 7R8-B dated September 8, 2011 and authorizes the Mayor and/or his designees, the Deputy Mayor/Director of Economic and Housing Development and the Acting Deputy Director of One Stop Career Center/Newark WORKS to enter into and execute any revised grant documents with the New Jersey Department of Labor and Workforce Development to increase the PY 2011 WIA Adult allocation by $189,897.00 from $2,057,154.00 to $2,247,051.00 and WIA Dislocated Worker allocation by $83,796.00 from $716,957.00 to $800,753.00 for a combined allocation of $3,047,804.00 for period commencing on June 30, 2011 and terminating on June 30, 2012.
