Newark Housing Authority will pay the City of Newark the total amount of the Shared Service Agreement not to exceed $4,000,000.00 per year and an aggregate amount not to exceed $12,000,000.00 based upon the services of twelve (12) Police Officers and three (3) patrol cars for eight (8) hour shifts, in accordance with the agreed tour schedule.

WHEREAS,, the City of Newark, (the “City”), is committed to ensuring public safety through the coordination of resources and spirit of cooperation the exists with the Newark Housing Authority (NHA); and
WHEREAS,, the Department of Public Safety, Police Division (DPS) and NHA are desirous of implementing a program to enhance quality of life statutes and ordinances through a partnership of collaborative policing; and
WHEREAS, the legislature of the State of New Jersey has sought to encourage its political subdivisions to cooperate as evidenced by the enactment of N.J.S.A. 40A:65-1 et seq.; and
WHEREAS, N.J.S.A. 40A:65-1 et seq. authorizes local units of government to enter into contracts with other local units of government for the provision of services; and
WHEREAS, DPS will provide twelve (12) Police Officers and three (3) patrol cars from January 1, 2023 to December 31, 2025 to patrol multiple properties of the NHA, for 8-hour shifts, in accordance with the agreed tour schedule; and
WHEREAS, the recipient, NHA will pay the City the total amount of the contract not to exceed $4,000,000 (four million dollars) per year and an aggregate amount not to exceed $12,000,000.00 (twelve million dollars) based upon the services of twelve (12) Police Officers and three (3) patrol cars for 8-hour shifts, in accordance with the agreed tour schedule; and
WHEREAS, the purpose of this Shared Service Agreement is to delineate the responsibilities of the NHA and the City to maximize inter-agency cooperation and formalize relationships between the parties.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designees, The Business Administrator and/or the Director of the Department of Public Safety, are authorized enter into and execute the Shared Service Agreement with the Newark Housing Authority, 500 Broad Street, Newark, NJ 07102 to implement and enhance quality of life statutes and ordinances through a partnership of collaborative policing on NHA properties with twelve (12) Police Officers and three (3) patrol cars from January 1, 2023 to December 31, 2025 for 8-hour shifts, in accordance with the agreed tour schedule for an amount not to exceed four million dollars and zero cents ($4,000,000.00) per year and an aggregate amount not to exceed twelve million dollars and zero cents ($12,000,000.00).
2. The Director of the Department of Finance, is authorized to accept payment (reimbursement) from the Newark Housing Authority, in an amount an amount not to exceed four million dollars and zero cents ($4,000,000.00) per year and an aggregate amount not to exceed twelve million dollars and zero cents ($12,000,000.00) which shall be deposited into Revenue Code: 011-050-0505-A-52580 (NHA). Thereafter, the director of the Department of Finance shall provide the Department of Public Safety with a Budgetary Refund to its overtime budget.
3. The Department of Public Safety shall be file this resolution, for informational purposes, with the Division of Local Government Services and the Department of Community Affairs, pursuant to rules and regulations promulgated by the Director.
