WHEREAS, the New Jersey Department of Health made available certain grant funds through its "PHILEP (LINCS Agencies) 2018" program ("PHILEP" being an acronym for "Public Health Infrastructure, Laboratories and Emergency Preparedness," and "LINCS" being an acronym for "Local Information Network and Communications Systems"); and
WHEREAS, the City of Newark's Department of Health and Community Wellness determined that the above-described available grant funds could be used by the City to upgrade the City's local public health systems relative to preparedness for, and responses to, terrorism and other public health threats and emergencies; and
WHEREAS, the City of Newark desires to further safeguard City residents from hazardous emergencies by the further improvement of the City's local core capacity relative to public health emergency preparedness; and
WHEREAS, on or about May 4, 2017, on behalf of the City of Newark, the Acting Director of the Department of Health and Community Wellness submitted an application to the New Jersey Department of Health requesting grant funding from the above-described grant program in the amount of Two Hundred Forty-Eight Thousand, Seven Hundred Ninety Dollars And Zero Cents ($248,790.00) for the provision of a surveillance and bioterrorism health alert network (a copy of said application is attached hereto and made a part hereof); and
WHEREAS, as a result of that application, the City of Newark was awarded a grant in the amount Two Hundred Forty-Eight Thousand, Seven Hundred Ninety Dollars and Zero Cents ($248,790.00) from the New Jersey Department of Health for the provision of a surveillance and bioterrorism health alert network, for a project period commencing on July 1, 2017, and terminating on June 30, 2018 (a copy of the Notice of Grant Award is attached hereto and made a part hereof); and
WHEREAS, the City of Newark Department of Health and Community Wellness desires to accept said grant award; and
WHEREAS, a condition of the grant award is the City of Newark's compliance with the New Jersey Department of Health's Program Specifications and Administrative Requirements, and the terms and conditions contained therein (a copy of said Program Specifications and Administrative Requirements is attached hereto and made a part hereof) with no municipal funds required for the receipt or acceptance of the grant award by the City of Newark; and
WHEREAS, the New Jersey Department of Health will amend the grant to reflect the grant time extension and/or increase or decrease funds if made available.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the New Jersey Department of Health requesting grant funding in the amount of Two Hundred Forty-Eight Thousand, Seven Hundred Ninety Dollars and Zero Cents ($248,790.00) to be used to provide a surveillance and bioterrorism health alert network in the City of Newark with no City funds required (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council of the City of Newark hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of Two Hundred Forty-Eight Thousand, Seven Hundred Ninety Dollars and Zero Cents ($248,790.00) from the New Jersey Department of Health, with a project period commencing on July 1, 2017 and terminating on June 30, 2018, is hereby accepted.
4. The Mayor and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute grant documents with the New Jersey Department of Health to receive and expend the grant award in the amount of Two Hundred Forty-Eight Thousand, Seven Hundred Ninety Dollars and Zero Cents ($248,790.00) to be used to provide a surveillance and bioterrorism health alert network in the City of Newark for the period commencing on July 1, 2017 and terminating on June 30, 2018 (a copy of the New Jersey Department of Health's Program Specifications and Administrative Requirements, and the terms and conditions contained therein is attached hereto and made a part hereof).
5. The Agreement between the City of Newark and the New Jersey Department of Health is hereby ratified from July 1, 2017, to the date of adoption of this authorizing resolution.
6. As a condition to the acceptance of the grant award, the City of Newark agrees to the New Jersey Department of Health's relevant Program Specifications and Grant Requirements, and the terms and conditions contained therein (a copy of said Program Specifications and Grant Requirements is attached hereto and made a part hereof).
7. No municipal funds are required for the receipt or acceptance of this grant award.
8. The Acting Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application, the grant award letter, and the grant Program Specifications and Administrative Requirements in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Acting Director of the Department of Health and Community Wellness, to apply for and accept grant funding in the amount of Two Hundred Forty-Eight Thousand, Seven Hundred Ninety Dollars and Zero Cents ($248,790.00) from the New Jersey Department of Health's "PHILEP (LINCS Agencies) 2018" program, with said grant funding to be used to provide the City with a surveillance and bioterrorism health alert network, with a project period commencing on July 1, 2017 and terminating on June 30, 2018. No municipal funds are required.
