Resolution 7R1-m was adopted on September 7, 2024 by the Municipal Council awarded a contract to Edward Joseph Cologna Productions, Inc., in an amount not to exceed Five Hundred Seventy-Five Thousand Dollars and Zero Cents ($575,000.00) per year.
This Resolution authorizes the Division of Communications of the Department of Administration to exercise the third-year option for the operation, management and administration of services to the Government Access Television Studio of the City, with a one-year (1) option to renew remaining, with Council approval.
A partial certification of Funds in the amount of Forty-Seven Thousand Five Hundred Dollars and Zero Cents ($47,500.00) is attached.

WHEREAS, on September 8, 2024 the Municipal Council adopted Resolution 7R1-m, authorizing the Department of Administration to enter into a contract with Edward Joseph Cologna, Productions, Inc. located at 119 Aycrigg Avenue, Passaic, New Jersey 07055, to provide operation, management and administration of services to the Government Access Television Studio at an amount not to exceed Five Hundred Seventy-Five Thousand Dollars and Zero Cents ($575,000.00) per year; and
WHEREAS, the Division of Central Purchasing also published the bid package on the City of Newark’s website to provide a broader access; and download capability to potential bidders; and
WHEREAS, the Department of Administration would like to exercise the third one (1) year option to renew the contract period from September 8, 2025 through September 7, 2026; and
WHEREAS, there shall be one (1) one-year option to renew remaining; and
WHEREAS, all other contract terms and conditions shall remain the same.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and /or his designee, the Business Administrator and the Purchasing Agent, QPA are hereby authorized to enter into and execute a contract with Edward Joseph Cologna Productions, Inc., 119 Aycrigg Avenue, Passaic, New Jersey 07055, for the operation, management and administration of services to the Government Access Television Studio of the City, for an amount not to exceed Five Hundred Seventy-Five Thousand Dollars and Zero Cents($575,000.00), for a one-year (1) renewal option with one (1) year option still remaining for Council approval and authorization.
2. All renewal options shall not exceed the contractual amount of Five Hundred Seventy-Five Thousand Dollars and Zero Cents ($575,000.00) per year.
3. Attached hereto is a partial Certification of Funds in the amount of Forty Seven Thousand Five Hundred Dollars and Zero Cents ($47,500.00) from the City Comptroller certifying the availability of sufficient funds on the 2025 and 2026 Budget/Department of Administration/Division of Communication/ NW011-200-2001-96770-B2025 and B2026 for the purposes set forth above.
4. This contract was procured and awarded as a Fair and Open Process pursuant to the State Pay-to-Play Law, N.J.S.A. 19:44A-20.5, Local Public Contract Law, N.J.S.A. 40A:11-4.1(k) and N.J.S.A. 40A:11-4.3(a), and follows the City’s Pay-to-Play Ordinance R.O.24-22C.1.
5. A copy of the executed contact shall be filed in the office of the City Clerk.
6. A notice of this action shall be published in the newspaper authorized by law and as required by law within 10 days of its passage.
STATEMENT
This resolution authorizes the Mayor of the City of Newark and/or his designee, the Business Administrator, and the Purchasing Agent, QPA to enter into and execute contract with Edward Joseph Cologna Productions, Inc., 119 Aycrigg Avenue, Passaic, New Jersey 07055, for the operation, management and administration of services for the Government Access Television Studio of the City of Newark, in an amount not to exceed Five Hundred Seventy-Five Thousand Dollars and Zero Cents ($575,000.00), for a one (1) year term commencing September 8, 2025, through September 7, 2026., with a one (1) one-year term renewal option remaining subject to Council approval.
