NJIT will contribute $145,691.97 and Newark Public Schools will contribute $137,312.00, subject to Municipal Council approval.
The City will contribute $54,400.00 through Summer Youth Employment Program (SYEP) stipends to students participating in Math Success Initiative (MSI).

WHEREAS, pursuant to Resolution 7R1-a, adopted on February 6, 2019, the Municipal Council authorized the Mayor and/or his designee, the Business Administrator, to enter into a Memorandum of Agreement with the New Jersey Institute of Technology (“NJIT”) to formally strengthen and build capacity within the City to enhance and deliver services to our local community; and
WHEREAS, NJIT and the Department of Economic and Housing Development (“EHD”) will partner through Task Order No. 1 for the Newark Math Success Initiative (MSI) which is designed to identify and strengthen Newark high school students’ mathematics knowledge, skills, and preparation for college work as further described in Exhibit A - Scope of Work; and
WHEREAS, NJIT’s Center for Pre-College Programs will lead the student component of MSI and NJIT’s College of Science and Liberal Arts will lead the teacher professional development component of MSI; and
WHEREAS, the City will enable the participation of students in MSI through designating the MSI as a participating site in connection with the City’s Summer Youth Employment Program (“SYEP”); and
WHEREAS, the MSI summer component will take place on or around June 24, 2019 to August 9, 2019; and
WHEREAS, the total program cost is $337,403.97 with NJIT contributing $145,691.97, Newark Public School contributing $137,312.00, and the City contributing $54,400.00 through providing SYEP stipends to students participating in MSI and covering the cost of providing lunch to the students participating in MSI; and
WHEREAS, the City desires to enter into Task Order No. 1 with NJIT for MSI, with NJIT leading the work under Task Order No. 1.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designees, the Business Administrator and Deputy Mayor/Director of the Department of Economic and Housing Development, are authorized, on behalf of the City of Newark to execute Task Order No. 1 with the New Jersey Institute of Technology (“NJIT”), University Heights, Newark, New Jersey 07102 for the Newark Math Success Initiative (“MSI”) commencing on or around June 24, 2019 and terminating on August 9, 2019.
2. This resolution is ratified from June 24, 2019 to the date of adoption by the Municipal Council.
3. Task Order No. 1 is subject to the terms and conditions of the Memorandum of Agreement.
4. The total program cost is $337,403.97 with NJIT contributing $145,691.97, Newark Public School contributing $137,312.00 and the City of Newark contributing $54,400.00 through the City’s Summer Youth Employment Program (“SYEP”), subject to Municipal Council approval.
5. The City of Newark’s contribution is through SYEP and funds relating to SYEP have been allocated to budget code NW011-010-0109-72090-B2019. The City of Newark’s contribution of $54,400.00 will be paid on a bi-weekly basis via stipends to students participating in MSI from June 24, 2019 and terminating on August 9, 2019.
6. A fully executed copy of Task Order No. 1 along with any exhibits shall be filed with the Office of the City Clerk by the Deputy Mayor/Director of EHD.
