WHEREAS, the City of Newark is looking to accelerate Mayor Ras J. Baraka’s vision for creating healthy, permanent and affordable housing options for our residents without addresses estimated to commence upon execution; and

 

WHEREAS, the City’s residents without addresses require direct housing support to achieve success on their journey from homelessness to permanent housing; and

 

WHEREAS, Newark Housing Authority (“NHA”) has identified a housing resource to support and assist the City’s residents without addresses to contribute to their success of being permanently housed; and

 

WHEREAS, NHA agrees to support up to one hundred (100) City of Newark residents without addresses, identified through the City’s Making Housing Homes: A Housing First Initiative, with housing opportunities in the form of Housing Choice Vouchers; and

 

WHEREAS, the City and NHA have agreed to enter into a Memorandum of Understanding to set forth their respective rights and obligations as it relates to serving the City of Newark’s residents without addresses.

 

NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee(s), the Business Administrator is hereby authorized to enter into and execute a Memorandum of Understanding (MOU) on behalf of the City of Newark (the “City”) with Newark Housing Authority (“NHA”) for one hundred (100) Housing Choice Vouchers to create healthy, permanent housing options for the City’s residents without addresses.

 

2.                     The City and NHA will maintain this partnership for the purpose of making available housing opportunities and services to support residents without addresses in the greater Newark area.

 

3.                     The parties understand that there will be no reimbursement or exchange of funds between them.

 

4.                     This MOU does not restrict either entity from participating in similar activities with other public or private agencies, organizations, and individuals.

 

 

STATEMENT

 

This resolution authorizes the Mayor and/or his designee(s), the Business Administrator to enter into and to execute a Memorandum of Understanding with Newark Housing Authority, 500 Broad Street, Newark, New Jersey 07102, for the purpose of supporting up to one hundred (100) City of Newark residents without addresses, identified through the City’s Making Houses Homes: A Housing First Initiative, with housing opportunities in the form of Housing Choice Vouchers. No municipal funds or commitment of municipal resources or staff are required to execute this Memorandum of Understanding.
