Additional Information:

Resolution 7R5-b adopted on February 4, 2026, which approved a grant amount of $211,821.00 from the State of New Jersey Department of Health, Division of Disaster Preparedness, Resiliency and Emergency Medical Services (DPREMS). An additional funding of $43,787.00 has since been awarded for the DPREMS Program, bringing the total grant award to $255,608.00.

                     WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Forty- Three Thousand Seven Hundred Eighty-Seven Dollars and Zero Cents ($43,787.00), for Public Health Emergency Preparedness LINCS program, and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

                     WHEREAS, by the Notice of Award dated September 22, 2025, the New Jersey Department of Health (“NJDOH”) awarded the City of Newark additional funds in the amount of Forty- Three Thousand Seven Hundred Eighty-Seven Dollars and Zero Cents ($43,787.00). The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and

 

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriation adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 175,660,148.56.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

 

 

 

1.                      A temporary emergency appropriation be and the same is hereby made for the following classification.

2.                     The temporary emergency appropriation shall be provided for in the 2026 budget.

 

3.                     A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.

 

STATEMENT

 

This Resolution establishes the temporary emergency appropriation for the Public Health Emergency Preparedness Program FY 2026, in the amount of Forty-Three Thousand Seven Hundred Eighty-Seven Dollars and Zero Cents ($43,787.00). The State of New Jersey Department of Health, Division of Disaster Preparedness, Resiliency and Emergency Medical Services (DPREM) awarded the funds. The project period is July 1, 2025, through June 30, 2026.
