                     WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Eight Million, Three Hundred Sixty-Nine Thousand, Five Hundred Five Dollars and Zero Cents ($8,369,505.00), for the HIV Emergency Relief Program FY2024 and no adequate provision has been made in the 2024 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

                     WHEREAS, by a letter dated August 1, 2023, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), awarded the City of Newark funds in the amount of Eight Million, Three Hundred Sixty-Nine Thousand, Five Hundred Five Dollars and Zero Cents ($8,369,505.00). The aforementioned program will provide funds for the provision of health care and supportive services to the City of Newark Eligible Metropolitan Area; and

 

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriations adopted in 2024, pursuant to N.J.S.A. 40A:4-20 including this Resolution total………………$ 110,882,180.66.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Governing Body, by a two-thirds vote of its full membership, hereby amends its temporary budget.

 

2.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

3.                     The temporary emergency appropriation shall be provided for in the 2024 budget.

 

4.                     A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.

 

 

STATEMENT

 

This Resolution establishes the temporary emergency appropriation for the HIV Emergency Relief Program FY 2024, in the amount of Eight Million, Three Hundred Sixty-Nine Thousand, Five Hundred Five Dollars and Zero Cents ($8,369,505.00). The United States Department of Health and Human Services, Health Resources and Services Administration awarded the funds. The project period is March 1, 2024 through February 28, 2025.
