WHEREAS, the City of Newark’s Department of Health and Community Wellness desires to continue providing Lead Hazard Reduction Services in eligible housing units throughout the City of Newark; and
WHEREAS, the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, has funds available for the provision of such services; and
WHEREAS, On April 28, 2016, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness, submitted an application to the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, 451 Seventh Street, SW, Room 8236, Washington, D.C. 20410, requesting grant funding in the amount of Three Million, Four Hundred Thousand Dollars and Zero cents ($3,400,000.00), for the Lead Hazard & Healthy Homes Reduction Program, to identify and implement cost-effective lead hazard reduction measures to correct lead hazards in eligible housing units throughout the City of Newark; and
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of Three Million, Four Hundred Thousand Dollars and Zero Cents ($3,400,000.00) from the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, for the Lead Hazard & Healthy Homes Reduction Program, to identify and implement cost-effective lead hazard reduction measures to correct lead hazards in eligible housing units throughout the City of Newark, for the period of October 3, 2016 through October 2, 2019; and
WHEREAS, the City of Newark, Department of Health and Community Wellness, desire to accept funds in the amount of Three Million, Four Hundred Thousand Dollars and Zero Cents ($3,400,000.00); and
WHEREAS, the City of Newark recognizes that the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, may extend the time of the Grant Award and/or provide additional funds if made available; and
WHEREAS, the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, will amend the Grant to reflect the extension of the grant period and/or increase or decrease and/or accept additional funds if made available.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, to identify and implement cost-effective lead hazard reduction measures to correct lead hazards in eligible housing units throughout the City of Newark with no City funds required (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount Three Million, Four Hundred Thousand Dollars and Zero Cents ($3,400,000.00) from the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award from the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, for the period commencing on October 3, 2016 and terminating on October 2, 2019 (a copy of the award letter is attached hereto and made a part hereof).
5. The Municipal Council hereby ratifies the acceptance of this grant from October 3, 2016 to the date of adoption of this authorizing resolution.
6. No Municipal funds are required for receipt or acceptance of this grant award.
7. The Acting Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and notice of grant in the Office of the City Clerk.

This resolution ratifies and authorizes the actions taken by the Acting Director of the Department of Health and Community Wellness, to apply for and accept grant funding from the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, 451 Seventh Street, SW, Room 8236, Washington, D.C. 20410, in the amount of Three Million, Four Hundred Thousand Dollars and Zero Cents ($3,400,000.00), to identify and implement cost-effective lead hazard reduction measures to correct lead hazards in eligible housing units throughout the City of Newark, for the period commencing on October 3, 2016 and terminating on October 2, 2019. No municipal funds are required.
