WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Ten Thousand Dollars and Zero Cents ($10,000.00), for the Greater Newark HealthCare Coalition Inc. Learning Collaborative Program, and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Agreement letter provided on July 1, 2026, by the State of New Jersey, Department of Health, Greater Newark HealthCare Coalition Inc. (“GNHCC”) awarded the City of Newark funds in the amount of Ten Thousand Dollars and Zero Cents ($10,000.00). The aforementioned program will provide funds for advocacy support in the implementation of the Hypertensive Quality Project for the Newark Learning Collaborative services to the residents of the City of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 607,005,228.36.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:
2. A temporary emergency appropriation be and the same is hereby made for the following classification.
Program Amount
GNHCC Learning Collaborative Quality Project $10,000.00
3. The temporary emergency appropriation shall be provided for in the 2026 budget.
4. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution establishes the temporary emergency appropriation for the GNHCC Learning Collaborative Quality Program FY 2026 Grant Award, in the amount of Ten Thousand Dollars and Zero Cents ($10,000.00). Greater Newark Health Care Coalition Inc. (“GNHCC”), awarded the funds. The project period is July 1, 2026, through June 30, 2027.
