WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $627,104.00 for the Emergency Solutions Grant (ESG) and no adequate provision has been made in the 2021 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the award letter dated March 25, 2021, the United States Department of Housing and Urban Development (HUD) has awarded the City of Newark the Emergency Solutions Grant (ESG) in the amount of $627,104.00. The aforementioned program focus is to provide emergency shelter in-place assistance to qualified applicants and their families within the City of Newark; and
WHEREAS, the City of Newark’s Department of Administration will be submitting an Apply and Accept Resolution under separate cover as Legistar
(File ID # 21-0401) to the Newark Municipal Council for its consideration relative to said grant award; and
WHEREAS, a previous resolution authorizing TE # 23 and prior emergency appropriations submitted for Municipal Council approval totaled $155,337,690.36; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2021, pursuant to N.J.S.A. 40A: 4-20 including this resolution total…………………$155,964,794.36.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
No less than two-thirds of all members thereof affirmatively concur.
1. A temporary emergency appropriation be and the same is
hereby made for the following classification.

2. Said emergency appropriation shall be provided for in the 2021 budget.
3. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This Resolution authorizes and establishes the temporary appropriation for the Emergency Solutions Grant (ESG) in the amount of $627,104.00. The United States Department of Housing and Urban Development (HUD) are awarding said funds to the City of Newark. The project period is September 1, 2020 through August 31, 2021 (Citywide).
