Resolution 7R3-a(S/AS), adopted on September 11, 2018, authorized the City of Newark to apply for and accept grant funding in the amount of $1,200,000.00 from the New Jersey Department of Transportation's (NJDOT) 2018 Safe Routes to School (SRTS) Program, which provides grant funding for improvements that enable and encourage walking and bicycling to school.
This Resolution will amend Resolution 7R3-a(S/AS), adopted on September 11, 2018, to accept $1,000,000.00 in grant funding.

WHEREAS, the Federal Highway Administration (FHWA), Federal Aid Program, administered by the State of New Jersey Department of Transportation (NJDOT), for the 2018 Safe Routes to School (SRTS) Program, provides grant funding for improvements that enable and encourage walking and bicycling to school; and
WHEREAS, the City of Newark needs to improve various streets and sidewalks at various schools throughout the City of Newark; and
WHEREAS, the City of Newark desires to further the public interest by obtaining funding from the 2018 SRTS Program; and
WHEREAS, on September 18, 2018, on behalf of the City of Newark, the Director of the Department of Engineering submitted an application to NJDOT requesting grant funding in the amount of One Million Two Hundred Thousand Dollars and Zero Cents ($1,200,000.00) from the 2018 SRTS Program to construct bicycle and pedestrian improvements at various elementary schools with no City funds required; and
WHEREAS, in response to the City's application, on May 15, 2019, the New Jersey Department of Transportation announced the award of One Million Dollars and Zero Cents ($1,000,000.00) to the City of Newark for the 2018 Safe Routes to Schools Program; and
WHEREAS, the Director of the Department of Engineering desires to amend Resolution 7R3-A(S/AS) adopted on September 11, 2018, to authorize the execution of an Agreement with NJDOT and accept grant funds in the amount of One Million Dollars and Zero Cents ($1,000,000.00) for the City of Newark's 2018 Safe Routes to Schools Program.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. Resolution 7R3-A (S/AS), adopted on September 11, 2018, is hereby amended to authorize the Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering, to accept the grant award in the amount of One Million Dollars and Zero Cents ($1,000,000.00) from the New Jersey Department of Transportation's (NJDOT) 2018 Safe Routes to Schools Program, which will provide improvements that enable and encourage walking and bicycling to school within the City of Newark. (A copy of the NJDOT grant award approval letter is attached hereto and made a part hereof).
2. The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized to enter into and execute grant documents with the NJDOT to receive and expend the grant award in the amount of One Million Dollars and Zero Cents ($1,000,000.00) from the New Jersey Department of Transportation's (NJDOT) 2018 Safe Routes to School Program.
3. No municipal funds are required for receipt or acceptance of this grant award.
4. The Municipal Council hereby ratifies acceptance of the grant funds described above from September 11, 2018 to the date of adoption of this authorizing Resolution.
5. The Acting Director of the Department of Engineering shall file a fully executed copy of the grant application, the grant award letter, the final authorization letter, and the grant/project agreement in the Office of the City Clerk.

This Resolution amends Resolution 7R3-A(S/AS) adopted September 11, 2018, and ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering, to accept the grant award in the amount $1,000,000.00, from the New Jersey Department of Transportation's (NJDOT) Safe Routes to School Program with no City funds are required.
