WHEREAS, the Urban Areas Security Initiative (UASI) Grant Program’s mission is to enhance regional preparedness in major metropolitan areas through direct assistance to participating jurisdictions in developing an integrated regional system for prevention, protection, response and recovery from terrorist events or natural catastrophes; and
WHEREAS, on behalf of the City of Newark, the Coordinator of the Division of The Office of Emergency Management and Homeland Security and Preparedness, under the Department of Public Safety, submitted project proposals to the State of New Jersey, Office of Homeland Security and Preparedness which submits the full application to the United States Department of Homeland Security and Preparedness on behalf of the UASI region requesting from the United States Department of Homeland Security for training, maintenance, Unified Approach to Active Shooter /Mass Casualty, surveillance equipment enhancement, meter maintenance, NIMS/CERT training and equipment, Community Resiliency Pilot program, USAR Strike Team Personal Protective Equipment (PPE), natural gas meters, USAR scene lighting, Domestic Preparedness Planner (DPP) position, Communications Planner position, and Metropolitan Medical Response System (MMRS) positions and equipment (a copy of the project proposals is attached hereto and made a part hereof); and
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $1,722,500.00 from the Urban Areas Security Initiative (UASI) grant for training, maintenance, Unified Approach to Active Shooter and Mass Casualty incidents, surveillance equipment enhancement, meter maintenance, NIMS/CERT training and equipment, Community Resiliency Pilot program, USAR Strike Team PPE, natural gas meters, USAR scene lighting, Domestic Preparedness Planner (DPP) position, Communications Planner position, and Metropolitan Medical Response System (MMRS) positions and equipment, commencing on September 1, 2017 and terminating on August 31, 2020 (a copy of the September 15, 2017, award letter from the New Jersey Office of Homeland and Security and Preparedness is attached hereto and made a part hereof); and
WHEREAS, the City must execute a grant agreement, a Communications Planner Memorandum of Understanding (MOU) and a Domestic Preparedness Planner MOU with the State of New Jersey, Office of Homeland Security and Preparedness in order to obtain the grant award with no municipal funds required (a copy of the grant agreement and MOUs are attached hereto and made a part hereof).
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Coordinator of the Division of the Office of Emergency Management and Homeland Security and Preparedness, under the Department of Public Safety, are hereby authorized to submit project proposals to the State of New Jersey Office of Homeland Security and Preparedness, to request grant funding in the amount of $1,722,500.00 from the Urban Areas Security Initiative (UASI), for the prevention, protection, response and recovery from terrorist events or natural catastrophes with no municipal funds required.
2. The Municipal Council hereby ratifies its authorization of these project proposals from the date of the project proposals’ submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $1,722,500.00 from the Urban Areas Security Initiative (UASI), is hereby accepted.
4. The Mayor and/or his designee, the Coordinator of the Division of the Office of Emergency Management and Homeland Security and Preparedness, under the Department of Public Safety, are hereby authorized to enter into and execute a grant agreement, a Communications Planner MOU and a Domestic Preparedness Planner MOU with the State of New Jersey Office of Homeland Security and Preparedness, to receive and expend the grant award in the amount of $1,722,500.00, for training, maintenance, Unified Approach to Active Shooter and Mass Casualty incidents, surveillance equipment enhancement, meter maintenance, NIMS/CERT Training and equipment, Community Resiliency Pilot program, USAR Strike Team PPE, natural gas meters, USAR scene lighting, Domestic Preparedness Planner (DPP) position, Communications Planner position, and Metropolitan Medical Response System (MMRS) positions and equipment.
5. The grant agreement, Communications Planner MOU and Domestic Preparedness Planner MOU between the City of Newark and the State of New Jersey Office of Homeland Security and Preparedness are hereby ratified from September 1, 2017 to the date of adoption of this authorizing resolution.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Coordinator of the Division of the Office of Emergency Management and Homeland Security and Preparedness, under the Department of Public Safety, shall file fully-executed copies of the Urban Areas Security Initiative (UASI) application, the grant award letter, grant agreement, Communications Planner MOU and Domestic Preparedness Planner MOU in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the Mayor and/or his designee, the Coordinator of the Division of the Office of Emergency Management and Homeland Security and Preparedness, under the Department of Public Safety, to enter into and execute grant documents necessary to accept and expend the Urban Areas Security Initiative (UASI) grant funding in the amount of $1,722,500.00, for the prevention, protection, response and recovery from terrorist events or natural catastrophes, for the period commencing September 1, 2017 and terminating August 31, 2020. No municipal funds are required.
