Additional Information:

This is an amendment to the grant award from the New Jersey Office of Homeland Security and Preparedness, a grant adjustment to the FFY21 Urban Areas Security Initiative (UASI-Local Share) award decreasing the total award amount to $1,684,500.00 from $1,729,500.00. The decrease is in the amount of $45,000.00, eliminating the Project amount for Mass Casualty Incident Preparedness Kits for Hospitals, which was awarded to the City of Newark in error due to grant source funding and allocation.

WHEREAS, the Urban Areas Security Initiative (UASI) Program assists high-threat, high-density Urban Areas in efforts to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism; and

 

WHEREAS, the UASI Program is intended to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist these areas in building and sustaining capabilities to prevent, protect against, mitigate, respond to, and recover from threats or acts of terrorism using the Whole Community approach; and

 

WHEREAS, through Resolution 7R9-a adopted on November 4, 2021, the Municipal Council ratified and authorized the Mayor of the City of Newark (“City”) and/or his designee, the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security to accept a grant award in the amount of One Million Seven Hundred Twenty-Nine Thousand Five Hundred Dollars and Zero Dollars ($1,729,500.00) from the State of New Jersey Office of Homeland Security and Preparedness  to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist these areas in building and sustaining capabilities to prevent, protect against, mitigate, respond to, and recover from threats or acts of terrorism using the Whole Community approach. With the grant period commencing on October 1, 2021 and terminating on September 30, 2024; and

 

WHEREAS, on January 9, 2023, the New Jersey Office of Homeland Security and Preparedness issued a grant adjustment notice to the FFY21 Urban Areas Security Initiative (UASI-Local) award letter decreasing the total award amount by Forty Five Thousand Dollars and Zero Cents ($45,000.00) due to the elimination of the Project amount for Mass Casualty Incident Preparedness Kits for Hospitals, which was awarded to the City in error due to grant source funding allocation. The new grant award total is One Million Six Hundred Eighty-Four Thousand Five Hundred Dollars and Zero Cents ($1,684,500.00) (A copy of the grant adjustment award letter is attached hereto and made a part hereof); and

 

WHEREAS, all other terms and conditions of the grant award shall remain the same.

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     Through Resolution 7R9-a adopted on November 4, 2021, the Municipal Council authorized the Mayor of the City of Newark (“City”) and/or his designee, the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security to accept grant FFY21 Urban Areas Security Initiative (UASI-Local Share) from the New Jersey Office of Homeland Security and Preparedness in the amount of One Million Seven Hundred Twenty Nine Thousand Five Hundred Dollars and Zero Cents ($1,729,500.00) to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist these areas in building and sustaining capabilities to prevent, protect against, mitigate, respond to, and recover from threats or acts of terrorism using the Whole Community approach.

 

 

2.                     The New Jersey Office of Homeland Security and Preparedness sent a grant adjustment notice, adjusting the award amount to One Million Six Hundred Eighty Four Thousand Five Hundred Dollars and Zero Cents ($1,684,500.00), due to the elimination of the Project amount for Mass Casualty Incident Preparedness Kits for Hospitals that was awarded to the City in error due to grant source funding allocation. (A copy of the grant adjustment notice is attached hereto and made a part hereof.)

 

3.                     The Municipal Council hereby ratifies and amends its authorization of the acceptance of the grant, decreasing the award amount by Forty Five Thousand Dollars ($45,000.00).

 

4.                     No municipal funds are required for receipt or acceptance of this grant award.

5.                     All other terms of the grant shall remain the same.

 

6.                     The Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security and Preparedness, shall file fully-executed copies of the Urban Areas Security Initiative (UASI) Amendment.

 

 

STATEMENT

 

This Resolution ratifies and amends Resolution 7R9-a adopted on November 4, 2021, authorizing the Mayor of the City of Newark and/or his designee, the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security and Preparedness, to enter into and execute grant documents necessary to amend the grant award for FFY21 Urban Areas Security Initiative (UASI-Local Share) in the amount of One Million Six Hundred Eighty Four Thousand Five Hundred Dollars and Zero Cents ($1,684,500.00), to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist these areas in building and sustaining capabilities to prevent, protect against, mitigate, respond to, and recover from threats or acts of terrorism using the Whole Community approach. This amendment shall decrease the grant award by Forty Five Thousand Dollars and Zero Cents ($45,000.00). All other terms of the grant award shall remain the same.
