WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $1,416,659.00 for Temporary Assistance for Needy Families (TANF), General Assistance/Supplemental Nutrition Assistance Program (GA/SNAP), and Workforce Learning Link (WLL) Program and no adequate provision has been made in the 2014 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by a grant award letter dated June 16, 2014 and August 4, 2014 from the New Jersey Department of Labor and Workforce Development, the City of Newark was awarded additional funding for WIA Adult, WIA Youth, and Dislocated Worker Program in the amount of $1,416,659.00 to provide funds for program operations; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, the emergency appropriations adopted in 2014 pursuant to N.J.S.A. 40A:4-20, including this resolution total $333,083,008.16.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

STATEMENT:
This resolution hereby establishes an appropriation and revenue in the 2014 City of Newark's Budget for the Workforce Investment Act (WIA) Adult, WIA Youth, and Dislocated Worker Program in the amount of $1,416,659.00 from the New Jersey Department of Labor and Workforce Development. The project period is July 1, 2014 through June 30, 2015. (Citywide)
