WHEREAS, the State of New Jersey Department of Labor and Workforce Development (“NJDOL”) granted the City of Newark (“City”) a WorkFirst New Jersey (“WFNJ”) grant through the Newark Workforce Development Board (NWDB), for Program Year 2024 (July 1, 2024 through June 30, 2025) for the Temporary Assistance for Needy Families (TANF) Program and the General Assistance/Supplemental Nutrition Assistance Program (GA & GA/SNAP); and
WHEREAS, said grant funds must be fully expended by June 30, 2025; and
WHEREAS, not more than ten percent (10%) of the grant funds may be spent on administration for Case Management, Work Activities, and CAVP; and
WHEREAS, said funds have been awarded as follows:

WHEREAS, no application was required for the City to obtain the grant; and
WHEREAS, this grant is an annual allocation from NJDOL and must be used in accordance to guidelines stated in the Notice of Award (NOA), consistent with the Newark Workforce Development Board strategic direction, and must be incorporated into the Program Year 2024 Newark Workforce Development Area Contract; and
WHEREAS, upon notification of the receipt of the grant awards, the Deputy Mayor of Workforce Development and the Director of One-Stop Career Center/NewarkWORKS desire to accept the grant award and execute the Standard Assurances and Certifications Agreement; and
WHEREAS, it is in the best interest of the City to accept and expend these funds; and
WHEREAS, no municipal funds or commitment of municipal resources or staff is required for the receipt or acceptance of these grant funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Business Administrator, are authorized to accept the WorkFirst New Jersey (WFNJ) grant funds from the State of New Jersey Department of Labor and Workforce Development (“NJDOL”) for Program Year 2024 (July 1, 2024 through June 30, 2025), for Temporary Assistance for Needy Families (TANF) and the General Assistance/Supplemental Nutrition Assistance Program (GA/SNAP), and to incorporate said funds into the Newark Program Year 2024 Workforce Development Area Contract.
2. The grant funds shall be expended according to the guidelines stated in the Notice of Award (NOA), consistent with an expenditure plan approved by the Newark Workforce Development Board (“NWDB”) in accordance with strategic workforce priorities set by the NWDB.
3. The grant funds must be fully expended by June 30, 2025.
4. The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2024 to date of adoption of this authorizing Resolution.
5. The grant award in the amount of Four Hundred Seventy-Three Thousand Three Hundred Fifteen Dollars and Zero Cents ($473,315.00) from NJDOL for Program Year 2024 is hereby accepted. A copy of the Notice of Award (“NOA”) is attached hereto and made a part hereof.
6. The Mayor of the City of Newark and/or his designee, the Business Administrator, are hereby authorized to enter into and execute a Program Year 2024 Workforce Development Area Contract, a Standard Assurances and Certification Agreement and any other document necessary to accept and fully expend the grant award.
7. No municipal funds or commitment of municipal resources or staff are required for receipt or acceptance of this grant award.
8. The Business Administrator shall cause fully-executed copies of the documents described in Paragraph 6 of this resolution to be filed with this resolution in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Business Administrator, to accept and expend WorkFirst New Jersey (WFNJ) funds in the amounts of $232,928.00 (WFNJ TANF), $240,387.00 (WFNJ GA and WFNJ GA/SNAP) for a combined total of $473,315.00 from the State of New Jersey Department of Labor and Workforce Development, and furthermore, ratifies and authorizes the Mayor and/or the Business Admistrator to enter into and execute a Program Year 2024 Newark Workforce Development Area contract. These funds are allocated for the period of July 1, 2024 through June 30, 2025 and must be fully expended by June 30, 2025. No municipal funds or commitment of municipal resources or staff are required for receipt or acceptance of these grant funds.
