WHEREAS, Through Resolution 7R8-A dated September 21, 2011 the City of Newark accepted a grant award of $1,557,389.00 from the United States Department of Labor under Work First New Jersey funds, Temporary Assistance for Needy Families, (TANF) General Assistance (GA) and Supplemental Nutrition Assistance Program (SNAP); and
WHEREAS, the Mayor and/or his designees, the Deputy Mayor/Director of Economic and Housing Development and the Acting Deputy Director of One Stop Career Center/NewarkWORKS accepted this grant award from the State of New Jersey Department of Labor and Workforce Development, under Work First New Jersey Temporary Assistance for Needy Families (TANF) Work Activities, General Assistance (GA) Work Activities, Supplemental Nutrition Assistance Program (SNAP) Case Management and SNAP Work Activities for a total of $1,557,389.00; and
WHEREAS, on September 6, 2011 the State of New Jersey Department of Labor and Workforce Development authorized a Notice of Obligation granting additional funding for Work First New Jersey for Needs Based Work Support. This increase of $50,000.00 is allocated to support the transportation costs of the Jobs Access Reverse Commute with Essex County, Division of Employment and Training

WHEREAS, the Mayor of the City of Newark and the Acting Deputy Director of One Stop Career Center/NewarkWORKS wish to amend Resolution 7R8-A092111 by increasing the allocation of $1,557,389.00 by $50,000.00 for a new allocation of $1,607,389.00.
NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. Resolution 7R8-A dated September 21, 2011 is hereby amended for the purpose of increasing the Work First New Jersey funds Temporary Assistance for Needy Families (TANF) Work Activities from $749,991.00 by $40,000.00 for an allocation of $789,991.00 and General Assistance (GA) from $285,637.00 by $10,000.00 for an allocation of $295,637.00 for a cumulative total of $1,607,389.00 for the period commencing July 1, 2011 through June 30, 2012. These funds will be used for Needs Based Work Support for training services only. This increase is allocated to support the transportation costs of the Job Access Reverse Commute (JARC) with Essex County Division of Employment and Training (a copy of the letter is attached hereto and made a part hereof).
2. The Mayor and/ or his designees, the Deputy Mayor/Director of Economic and Housing Development and Acting Deputy Director of One Stop Career Center/NewarkWORKS are hereby authorized to enter into and execute any revised grant documents from the State of New Jersey Department of Labor and Workforce Development to increase the grant award for TANF Work Activities in the amount of $40,000.00 and GA Work Activities in the amount of $10,000.00 commencing July 1, 2011 through June 30, 2012. A copy of the Notice of Obligation from the State of New Jersey Department of Labor and Workforce Development increasing the funding by $50,000.00 (a copy of the Notice of Obligation is attached hereto and made a part hereof).
3. The revised grant agreement between the City of Newark and the State of New Jersey Department of Labor and Workforce Development is hereby ratified from July 1, 2011 to the date of adoption of this resolution.
4. No municipal funds are required for receipt of this grant.
5. A copy of this Resolution, the revised Notice of Obligation, and Grant Letter shall be filed with the Office of the City Clerk By the Deputy Mayor/Director of the Department of Economic and Housing Development and/or the Acting Deputy Director of Newark One Stop Career Center-NewarkWORKS.
STATEMENT
This resolution hereby amends Resolution 7R8-A dated September 21, 2011, ratifies and authorizes the Mayor and /or his designees, the Deputy Mayor/Director of Economic and Housing Development and the Deputy Director of Newark One Stop Career Center/NewarkWORKS to enter into and execute any revised grant documentation with the State of New Jersey Department of Labor and Workforce Development to increase Work First New Jersey allocation for Needs Based Work Supports by $50,000.00 from $1,557,389.00 to $1,607,389.00 for the period commencing July 1, 2011 through June 30, 2012. This increase is allocated to support the transportation costs of the Job Access Reverse Commute (JARC) with Essex County Division of Employment and Training per the attached letter. All funds must be fully expended by December 31, 2012.
